General Technical Approval for Fire Protection Closures

This document details the general technical approval (Allgemeine bauaufsichtliche Zulassung) and general construction type approval (Allgemeine Bauartgenehmigung) for fire protection closures.

The approved fire protection closure is granted general technical approval.

This approval covers nine pages and three appendices.

General Provisions

  1. The usability and applicability of the approved product are demonstrated in accordance with state building codes.
  2. This approval does not replace legally required permits, approvals, or certifications for construction projects.
  3. This approval is granted without prejudice to third-party rights, including private property rights.
  4. Users of the approved product must be provided with copies of this approval. The approval must be available at the place of use or application. Copies must also be provided to involved authorities upon request.
  5. This approval may only be reproduced in its entirety. Excerpts require the consent of the Deutsches Institut für Bautechnik. Advertising materials must not contradict this approval. Translations must include the statement: "Translation not checked by the Deutsches Institut für Bautechnik."
  6. This approval is granted revocably. Provisions may be supplemented or amended subsequently, especially if new technical findings necessitate it.
  7. This approval is based on the information and documents provided by the applicant. Changes to these foundations are not covered by this approval and must be immediately disclosed to the Deutsches Institut für Bautechnik.

Specific Provisions

  1. Subject of Approval and Scope of Use

    The subject of approval is the T 30-1-FSA "H3 S-1" single-leaf fire protection closure.

    The closure meets the requirements for:

    • Fire resistance class T 30 according to DIN 4102-51, usable as fire-retardant, smoke-tight, and self-closing (see Sections 2.1.1 and 2.1.2).
    • Fire resistance class T 30 according to DIN 4102-51 and smoke protection according to DIN 18095-12, usable as fire-retardant, smoke-tight, and self-closing (see Sections 2.1.1 and 2.1.3).

    The product is referred to as a fire protection closure.

    It consists of the leaf, frame construction, and accessories (see Appendix 1), primarily made of special steel sheets with fire protection insulation.

    Details on construction, dimensions, materials, and variants are available at the Deutsches Institut für Bautechnik (Document A³).

    These closures are intended for closing openings in fire-retardant interior walls, in accordance with building regulations.

    Proof of thermal and/or acoustic insulation, as well as other usability and durability, is not covered by this approval and must be provided separately for specific applications.

  2. Scope of Application

    Installation

    The fire protection closure must be installed in/connected to walls/components as specified in Section 3.2.

    Details for installation are available at the Deutsches Institut für Bautechnik (Document B³⁴) and in the installation instructions (Section 2.2.3).

    Modifications are only permitted if they do not significantly affect the closure's properties (Appendix 3 / Section 4.5).

    Hold-open system

    The fire protection closure may be equipped with a suitable hold-open system, provided its applicability is proven by a general technical approval or general construction type approval.

  3. Provisions for the Construction Product

    Properties

    Fire Resistance and Durability

    The fire resistance class and "self-closing" property were determined through tests according to DIN EN 1634-1 and DIN 4102-51, combined with tests according to DIN EN 1191. The closure underwent 200,000 test cycles for durability.

    Tightness

    For closures under Section 1.1.1 a), the frame area of the leaf must have a minimum three-sided, continuous, elastic seal to prevent smoke passage. The closure is considered "smoke-tight" in this context.

    Smoke Tightness

    Smoke tightness was determined by tests according to DIN EN 1634-3⁹. For closures under Section 1.1.1 b), the frame area of the leaf must have a minimum three-sided, continuous, elastic seal, along with a floor seal, to prevent smoke passage. The closure is considered "smoke-tight" in this context.

    Manufacturing and Marking

    Manufacturing of the Fire Protection Closure

    Manufacturing must comply with Section 1.1 and Document A³. Accessories and components may only be used if their usability is proven by a relevant approval document.

    If the manufacturer installs hold-open system components, these must comply with their respective general technical approvals.

    Marking

    The fire protection closure must be marked with the conformity mark (Ü-Zeichen) according to the Länder's conformity mark regulations. Marking is permitted only if the conditions in Section 2.3 are met.

    The marking must be on a metal plate and include the following information:

    • T 30-1-FSA "H3 S-1" or T 30-1-RS-FSA "H3 S-1"
    • Conformity mark (Ü-Zeichen)
    • Manufacturer's name
    • Approval number: Z-6.20-2665

    The marking must be placed adjacent to the Ü-zeichen.

    Installation Instructions

    Each fire protection closure must be supplied with written installation instructions¹¹ approved by the applicant/manufacturer, which must include:

    • Installation details (e.g., adjacent walls/components, permissible fasteners, spacing, joint formation).
    • Drawings of connections.
    • Information on permissible variants and accessories.
    • Instructions for assembly (frames, seals).
    • Guidance on the use of hold-open systems.

    Confirmation of Conformity

    General

    Components such as accessories and fire protection insulation may only be used if they have the required conformity certificate.

    Components that significantly influence the closure's properties and whose usability is regulated by this approval must demonstrate conformity, e.g., through a factory inspection certificate "2.1" according to DIN EN 10204¹².

    Confirmation of conformity for each manufacturing plant must be provided through a declaration of conformity by the manufacturer, based on factory production control and a conformity certificate from an accredited certification body, along with regular third-party monitoring by an accredited inspection body.

    Factory Production Control

    Each manufacturing plant must implement and conduct factory production control. This involves continuous monitoring by the manufacturer to ensure products comply with this approval and Document A³.

    Factory production control must include:

    • Description and verification of raw materials and components.
    • Control and tests during manufacturing.
    • Verification and tests on the finished product.

    Each fire protection closure must be checked for conformity with this approval and Documents A³ and B³⁴. For automated production lines, this check must be performed at least once per production day, in coordination with the inspection body.

    Results of factory production control must be recorded, including:

    • Product or material designation.
    • Type of control or test.
    • Date of manufacture and testing.
    • Results of controls and tests, compared against requirements.
    • Signature of the person responsible for factory production control.

    Records must be kept for at least five years and submitted to the inspection body.

    In case of insufficient test results, the manufacturer must take immediate corrective action. Non-conforming products must be handled to prevent mix-ups. After correction, the relevant test must be repeated if technically possible and necessary to prove the correction.

    Third-Party Monitoring

    The factory and its production control must be regularly monitored, at least twice annually, by an accredited inspection body.

    The initial inspection must verify compliance with Sections 1.1, 2.1, and Document A³. It must also confirm the presence and compliance of installation instructions (Section 2.2.3) with Document B³⁴ and Section 2.2.3.

    During third-party monitoring, it must also be verified that components used for the fire protection closure have the required conformity proof.

    This does not apply to components like accessories and fire protection insulation whose usability was regulated within the approval process for this closure. These must be checked during the manufacturing monitoring of the fire protection closures at each plant. Their construction and properties must correspond to the products used in the approval tests.

    Certification and third-party monitoring results must be kept for at least five years and submitted to the Deutsches Institut für Bautechnik and the responsible building supervisory authority upon request.

  4. Provisions for Planning, Design, and Execution

    General

    The fire protection closure may only be installed in or connected to walls that comply with the following provisions.

    The structural stability and usability of adjacent walls remain unaffected by the installation of the fire protection closure and must be demonstrated according to DIN 4103-1¹³ if necessary.

    The floor in the area of the closed fire protection closure must be non-combustible¹⁴.

    Walls/Components

    The suitability of the fire protection closure for fire protection requirements has been proven in conjunction with the following walls/components¹⁵. Building authority regulations must be observed during application.

    The fire protection closure is to be installed in:

    • Walls of at least 115 mm thickness made of masonry according to DIN EN 1996-1-1¹⁶ in conjunction with DIN EN 1996-1-1/NA¹⁷ and DIN EN 1996-2¹⁸ in conjunction with DIN EN 1996-2/NA¹⁹, using masonry units according to DIN EN 771-1²⁰ in conjunction with DIN 20000-401²¹ with compressive strength class at least 12, or
    • Autoclaved aerated concrete blocks according to DIN EN 771-2²² in conjunction with DIN 20000-402²³ with compressive strength class at least 12, and
    • Masonry mortar according to DIN EN 998-2²⁴ in conjunction with DIN 20000-412²⁵ with mortar class at least 5, or according to DIN 18580²⁶ with mortar group II.

    And/or:

    • Walls of at least 100 mm thickness or concrete/reinforced concrete ceilings.

    These components must be installed in accordance with building authority requirements as specified in the technical regulations.

  5. Declaration of Conformity for Installation of the Fire Protection Closure

    The construction company that installed the fire protection closure must provide a confirmation of conformity of the construction type with the general construction type approval for each construction project (cf. § 16 a Abs. 5, 21 Abs. 2 MBO³⁴).

    This confirmation must be in writing and include at least the following information:

    • Z-6.20-2665
    • Installation: T 30-1-FSA "H3 S-1" or T 30-1-RS-FSA "H3 S-1"
    • Name and address of the installing company
    • Designation of the building
    • Date of construction/completion
    • Place and date of issuance of the declaration, and signature of the responsible person.

    The confirmation of conformity must be handed over to the client for forwarding to the responsible building supervisory authority if required.

  6. Provisions for Use, Maintenance, and Servicing

    General

    The fire protection effect of the closures is only ensured if they are always kept in proper condition (e.g., no mechanical damage, no soiling, proper maintenance).

    Mechatronic/Electronic Fittings

    The fire protection closure may only be used with the mechatronic/electronic fittings listed in Appendix 2.

    Operational Safety

    A closing process that has been initiated may only be interrupted for the purpose of personal safety. The closing process must continue automatically after the closing area is cleared.

    Further requirements due to other regulations, especially occupational safety and health, remain unaffected.

    Maintenance Instructions

    The applicant/manufacturer must provide written maintenance instructions¹¹ for each fire protection closure. These instructions must specify the work to be performed to ensure that the installed fire protection closure continues to fulfill its function after extended use (e.g., maintenance of wear parts, closing mechanisms).

    Permissible Modifications and Additions

    The following modifications and additions may be carried out on fire protection closures manufactured according to this general technical approval and already installed under the general construction type approval, without further proof:

    • Attachment of contacts, e.g., magnetic contacts and strike contacts (latch contacts) for lock monitoring, if they can be mounted on the surface or inserted into existing recesses.
    • Routing of cables on the door leaf (this includes a bore hole - Ø ≤ 10 mm - from the door leaf edge or surface into the lock pocket).
    • Replacement of the lock with a suitable, self-locking lock with a latch¹, provided this lock can be installed in the existing lock pocket and no modifications to the strike plate and door leaf are necessary. The number and position of locking points must be maintained.
    • Installation of optical peepholes, with the core bore in the door leaf not exceeding a diameter of 15 mm.
    • Screwing, riveting, or sticking of information signs onto the door leaf.
    • Screwing, riveting, or sticking of strips (up to 250 mm width or height), attached up to handle height, made of max. 1.5 mm sheet metal, e.g., for tread or edge protection.
    • Attachment of protective bars, provided suitable mounting points are available.
    • Supplementing of Z- and steel corner frames with steel cladding frames, and attachment of wall connection strips on wooden frames.
    • Sticking of strips made of wood, plastic, aluminum, steel in any form and position onto glass panes.
    • Sticking and nailing of wooden strips up to approx. 60 mm x 30 mm for wooden fire protection closures, but max. 12 dm³ per side, as well as attachment of decorative strips on wooden frames.
    • Attachment of mounting plates for hold-open magnets of hold-open systems² on the mounting points provided in the door leaf.

    During renovation (refurbishment) of existing fire protection doors, the steel frames of these doors may remain installed – provided they are sufficiently firmly anchored. The frames of the newly installed fire protection doors may be attached to the existing frames – possibly via corresponding connecting parts. The new frames must completely enclose the old, remaining frames. Cavities between the frames or between the frame and the wall must be filled with mortar or suitable non-combustible mineral materials, e.g., plasterboard and calcium silicate boards.

    In general, for smoke protection properties, gaps and connection joints of the fire protection closure must be permanently sealed. All gaps of the fire protection closure, the frame, and the installed parts must be sealed with at least normally flammable building materials.
