Underground Cable Modernization Program: Mystic and Everett Project
Eversource and National Grid are undertaking a project to modernize underground electrical transmission cables in the Mystic and Everett areas.
Project Overview
To meet growing energy demands and provide reliable, exceptional service, a project is proposed to replace four 115-kilovolt (kV) underground transmission lines, currently filled with high-pressure fluid-filled (HPFF) dielectric fluid and measuring approximately 0.5 miles each, with solid dielectric, cross-linked polyethylene (XLPE) insulated cables. This upgrade to XLPE technology will enhance system reliability, modernize infrastructure to meet future energy demands, and support the Commonwealth's goal of achieving zero carbon emissions by 2050. The Mystic and Everett Cable Modernization Project is part of a larger Eversource initiative across its Massachusetts service territory focused on underground cable modernization.
Key Project Details:
- The replacement of underground XLPE cables will follow the same or similar routes as the existing HPFF cables, primarily under roadways such as Alford Street, Broadway Street, and Horizon Way.
- This project is an interconnection initiative coordinated between National Grid and Eversource.
- Construction will involve excavating the cable system trench and installing the new cable/vaults.
- Equipment at the Mystic Substation on Alford Street will be upgraded to facilitate XLPE cable connections. All work will be conducted within the substation's perimeter.
- Local and state agencies, the public, and community stakeholders will be consulted regarding the project, particularly concerning construction activity schedules, to minimize impact.

Map of Proposed XLPE Cable Routes
The project includes the modernization of underground cables between Mystic and Everett. The map indicates the proposed routes for the new XLPE cables, differentiating between Line 423-515X/515Y (highlighted in red) and Line 488X-518X/518Y (highlighted in green). Key locations identified include the Mystic River Bridge, Alford Street (Boston), the Eversource Mystic Substation, the Boston/Everett Line (approximate), Broadway Street (Everett), and the National Grid Substation.
