3. Setup
Follow these steps to set up the game:
- Place the game board on a flat surface.
- Separate the 'S.H.I.E.L.D. Directives' and 'Villainous Encounters' cards, shuffle each deck, and place them face down on their designated spaces on the board.
- Each player selects one pewter playing token to represent them during the game.
- One player is designated as the Banker. The Banker is responsible for all money, Title Deeds, Headquarters, and Helicarriers not yet owned by players. The Banker also collects taxes and fines and pays salaries and bonuses. The Banker may play the game but must keep their personal funds separate from the bank's.
- The Banker distributes starting money to each player as follows:
- Two $500 bills
- Two $100 bills
- Two $50 bills
- Six $20 bills
- Five $10 bills
- Five $5 bills
- Five $1 bills
- Place all Headquarters and Helicarriers near the board.
- Each player rolls both dice. The player with the highest total starts the game. Play proceeds clockwise.
4. Operating (Gameplay)
The objective of Monopoly is to be the last player remaining with money, by driving opponents into bankruptcy through property acquisition and rent collection.
4.1 Player Turn
On your turn, roll both dice and move your token clockwise around the board the number of spaces indicated. The action you take depends on the space you land on.
4.2 Landing on Spaces
- Unowned Property: You may buy the property for the price printed on the board. If you decline, the property is immediately auctioned by the Banker to the highest bidder.
- Owned Property: If another player owns the property, you must pay them rent according to the Title Deed card. Rent increases if the property is part of a color set or has Headquarters/Helicarriers.
- S.H.I.E.L.D. Directives or Villainous Encounters: Draw the top card from the respective deck and follow its instructions. Return the card to the bottom of the deck unless instructed otherwise.
- Tax Spaces: Pay the indicated tax to the Bank.
- Go: If you pass or land on 'GO', collect $200 from the Bank.
- Jail: Landing on 'Go to Jail' sends you directly to Jail. You do not collect $200 for passing 'GO'. You can get out of Jail by paying a $50 fine, using a 'Get Out of Jail Free' card, or rolling doubles on one of your next three turns.
- Free Parking: This is a rest space; no action is required.
4.3 Buying and Building
Once you own all properties in a color group, you can begin building Headquarters and then Helicarriers on them. Buildings must be erected evenly across the properties in a color group. You cannot build on utilities or vehicle spaces (replacing railroads).
4.4 Mortgaging and Bankruptcy
If you need money, you can mortgage properties to the Bank. Mortgaged properties do not collect rent. If you cannot pay your debts, you are bankrupt, and you are out of the game.
