IO9 is internally pulled up (logic high). If IO9 is kept high or left floating, the normal Boot mode (SPI Boot) is se-lected. To build applications for ESP32-H2-WROOM-02C module, you need the software libraries provided by Espressif in ESP-IDF repository.
