No. Razer skills cannot be issued to individual devices.
Why do multi-turn skills not work properly for other non-Razer skills?

Alexa does not respond after I have issued a command.
We recommend logging out of the module and exiting Razer Synapse 3. After which, please relaunch Razer Synapse 3 and log into your Amazon account in the Alexa module again. This will help re-establish the account link between your Razer ID and Amazon account.
