MOTOROLA SOLUTIONS

Introduction

Safety and security are at the heart of everything Motorola Solutions does. The company recognizes that these start with trust – trust in people, trust in technology, and trust that data is handled responsibly and privacy is protected. Motorola Solutions holds an unwavering conviction that technology can help make people, property, and places safer. All stakeholders, from technology users to regulators and community members, must be able to trust that technology is designed and deployed intentionally and responsibly to be a force for good.

This Responsible Technology Blueprint outlines expectations for Motorola Solutions' employees and third-party technology and go-to-market partners to prioritize technology's ethical development and use in all endeavors. Maintained by the Motorola Solutions Technology Advisory Committee (MTAC) and underpinned by the company's Responsible AI & Technology Stewardship governance program, it offers a guiding set of principles for defining and measuring responsible technology design and stewardship. The aim is to align innovation with the company's underlying purpose and vision, ensuring that the technologies produced remain ethical, trustworthy, and socially beneficial.

Responsible Design

Technology alone does not keep people safe; people keep people safe. However, safety and security threats today often operate at a scale, speed, and sophistication that far outstrip human capabilities. Motorola Solutions is helping to solve these real-world safety challenges in a principled and human-centered way, designing technologies to augment human focus, effort, and performance, thereby empowering people to achieve more with greater ease and confidence.

Human-centered design

Motorola Solutions believes that humans must always remain the ultimate decision-makers in matters of safety and security. The company's solutions are focused on maximizing human judgment, situational awareness, and ethical reasoning, rather than replacing them. Deliberate design choices emphasize maintaining human oversight of technology while building "good friction" into products to avoid blind trust, especially in high-stakes environments.

Purpose-built applications

Motorola Solutions commits to working collaboratively with customers to understand their specific workflows and pain points, enabling the delivery of purpose-built solutions that improve well-defined safety outcomes. Technologies focus on providing people with accurate, actionable, and reliable information for greater context and clarity. Leveraging the company's strengths in comprehensive data and visibility across roles and workflows, AI is used to deliver contextualized information tailored to the person, time, and place. AI is designed to be flexible, adapting to changing roles, tasks, cognitive states, risk levels, and agency policies, ensuring AI-enabled technologies adapt to the individual user's changing context, role, and operational tempo.

Accountable Research and Development

Motorola Solutions and its partners are committed to creating technologies that deliver predictable outcomes consistent with their intended use. The company continuously evaluates its technologies for best-in-class reliability, safety, fairness, and trustworthiness. Research and development are based on the following principles:

Transparency

Customer and community trust is paramount. Motorola Solutions fosters this trust through open and honest dialogue about product design and development practices. Available information on expected product outcomes is shared, and clear technology explanations are provided. For AI-enabled products, including those using first or third-party AI models, information about training datasets and any known biases or intentional steering is disclosed, while respecting confidentiality, privacy, and contractual considerations. AI logic is intended to be visible and understandable, allowing users to see the sources of suggestions.

Accountability

Motorola Solutions is committed to the accountability of its products, including those utilizing AI. AI outputs are designed to be traceable and understandable, enabling individual users to easily see, check, and override AI outputs. Products and services are developed and maintained to achieve the highest standards of reliability and accuracy, with regular testing against these standards. Redundancies are built into technologies, and information is verified across platforms to enhance confidence and trust in the accuracy of surfaced data.

Safety

As a solution provider, Motorola Solutions understands the many ways its products interface with and impact the outside world. The company takes care to extend its view of safety to technology applications beyond its direct control. It prioritizes the ability of Motorola Solutions, its customers, and partners to control, adjust, and, when required, terminate applications and the data flowing through them. This is achieved with sufficient flexibility to support each party's responsibilities in the chain of control and safety, and to comply with applicable laws and regulations.

Fairness

While no application or technology can ensure uniformly fair outcomes, Motorola Solutions builds its technologies to prioritize fairness and minimize bias to the greatest extent possible. The company is thoughtful about data sourcing and prioritizes training models on the most diverse datasets available. Research and design best practices are adopted to minimize unintended negative impacts of technology on specific groups of people. Disclosure is made when full fairness is not achievable, along with any known biases within products or models. The company also aims to create products sustainably, considering environmental impact throughout product lifecycles.

Technology Stewardship

Motorola Solutions acts as a steward of the solutions it develops, thoughtfully considering how its technologies are or could be applied by end users. The company prioritizes building features and tools into its products that enable customers to deploy them responsibly and in compliance with laws, regulations, and their own policies. Customer feedback and the expectations of the communities served drive continuous innovation.

Motorola Solutions is dedicated to upholding the highest standards for the ethical use of its technologies and adheres to the following stewardship best practices:

Testing and validation

Product testing and validation are prioritized as an integral part of the technology development lifecycle. Products and analytics are tested prior to release and on an ongoing basis, with particular consideration given to the accuracy, reliability, and trustworthiness of AI models. Best practices in product testing, such as "red teaming" simulated cyberattack exercises, internal audits, and engagement of third-party experts for external testing and validation, are adopted.

Stakeholder engagement

Motorola Solutions actively engages with a broad range of stakeholders to gather feedback and understand the societal impact of its technologies. A complete view of this impact requires many perspectives, including customers, users, technology and sales partners, and the communities served. The company engages with industry peers, regulators, and special interest groups to foster transparency, share knowledge, and contribute to the responsible development and use of its technologies. Well-rounded perspectives are believed to lead to better outcomes, and Motorola Solutions is committed to ongoing dialogue as it navigates the evolving technology landscape.

Governance and compliance

The Responsible AI & Technology Stewardship governance program aligns with leading industry frameworks for privacy, cybersecurity, and AI governance and compliance, including those established by NIST and ISO. Governance and compliance activities are assessed and evolved to stay in conformance with the rapidly evolving regulatory landscape. Active collaboration with customers, industry partners, and regulatory bodies advances responsible governance and the shared commitment to ethical and trustworthy technology development.

User education

Informed users are key to guiding technology's responsible use in practice and in real-world scenarios. Motorola Solutions supports customers with the information needed to operate solutions safely and responsibly. This includes details on how products work, available features, default settings, customization options, and the specifics of AI usage. Open communication about technology limits, explanations of AI model outputs, and realistic expectations about application reliability are provided. Best practices are shared to support customers in deploying products responsibly, including suggestions for safeguards and controls to mitigate potential technological or reputational risks. The goal is to ensure that technology end users can tailor products to their specific needs while adhering to all applicable laws and regulations.
