The Tata Power Co. Limited ("Owner") invites Expression of Interest (EOI) from interested parties for the Two-Part e-Tendering Process of the following Package:

Procedure for Participating in Tender

Follow these steps before the "Last date and time for Payment of Tender Participation Fee":

1. For Regular Bidders: Submit the Non-Refundable Tender Participation Fee via direct deposit to the specified bank account. Include the receipt with a covering letter clearly indicating the Tender Reference number.
2. Authorization Letter: Submit a duly signed and stamped letter on the Bidder's letterhead indicating:
   • Tender Enquiry number
   • Name of the authorized person
   • Contact Number
   • E-mail ID
   • Details of submission of Tender Participation Fee

E-mail all necessary attachments to manasd@tatapower.com with a copy to aseemkumar.joshi@tatapower.com before the deadline. After this, a link from the Tata Power E-Tender system (Ariba) will be shared for further communication and bid submission.

All future correspondence regarding the tender, bid submission, date extensions, and pre-bid queries will be conducted exclusively through the Tata Power E-Tender system (Ariba). A user manual for the e-Tender system is enclosed.

No e-mail or verbal correspondence will be responded to. Communication will only be with bidders who have complied with the above steps.

It is strictly noted that once the deadline for "Last date and time for Payment of Tender Participation Fee" has passed, no bidder will receive a link from the Tata Power E-Tender System (Ariba). Participation is not possible without this link. Last-minute requests to participate will not be entertained.

Any payment of Tender Participation Fee / EMD by a Bidder who has not met the prerequisites within the stipulated timeline will not be refunded.

1. INTRODUCTION

The Tata Power Company Limited (TPCL) is one of India's largest private sector Power Utility companies, involved in Generation, Transmission, and Distribution of Power through conventional and renewable sources.

Tata Company is inviting Expression of Interest (EOI) from interested and eligible parties for the Supply of Flue Gas Temperature Monitoring Pyrometer.

3. TENDER FEE & TIMELINES

a) Timeline for Request: Interested parties meeting the pre-qualification criteria can request for Bid Document and participate by submitting their Expression of Interest (EOI) and credentials along with the tender fee not later than 26.07.2025. Requests received after this deadline will not be entertained.

b) Tender Fee Submission: Submit the Non-Refundable tender fee via crossed demand draft/banker's cheque/pay order/NEFT in the name of "The Tata Power Co. Ltd." payable at par at all branches in Mumbai. The covering letter must be duly stamped and signed by an authorized signatory, clearly indicating the Tender Reference number, intent to participate, name of the authorized person, contact number/e-mail ID, and NEFT details (if applicable). The Tender Reference no. must be mentioned in the letter.

Details for payment of Tender Fee and EMD:

c) Bid Document Issuance: Detailed Bid Document (RFQ) will be issued through the Tata Power e-tender portal (ARIBA) only to parties whose EOI meets the above requirements by the deadline.

4. BID SECURITY

Interested parties must furnish a Bid Security along with their Bid, via Bank Transfer (NEFT/IMPS) or Demand Draft for an amount of INR 40,000/- (Forty Thousand only). Bids not accompanied by an acceptable Bid Security will be rejected as nonresponsive and returned unopened.

5. PRE-QUALIFICATION CRITERIA

Bidders must fulfill the following conditions and submit relevant supporting documents:

a. TECHNICAL:

• Minimum 5 years of experience in Supply & Maintenance of C&I Systems in Supercritical Thermal Power Plants, taking single point responsibility for site activities as per the job scope. Submit at least three current references (PO Copy/ work completion certificate) for similar jobs undertaken in the last 5 years.
• Minimum 5 years of experience in supply and design of pyrometers, installation, and retrofit of Instrumentation systems for boilers >2000 TPH (preferably pulverized coal corner fired boilers). Provide documentary evidence (e.g., Performance Certificate from reputed power utilities) to establish competence.
• Manpower experience in handling Plant DCS & PLC Control Systems. Provide documentary evidence (e.g., Performance certificate, Rewards & Recognitions) to establish adequate capability.
• Hands-on experience in pyrometer system activities within the Instrumentation Maintenance Department, including emergency handling.
• The employer reserves the right to assess bidder capabilities and capacity to perform the contract, even if not explicitly stated above, in the overall interest of the Employer.

b. FINANCIAL:

• Adequate financial resources to execute the Contract concurrently with other commitments.
• Average Annual Turn Over of not less than Rs. 75 Lakhs related to tender business only over the last three financial years.
• Supporting documents: Certified Copy of GST registration and GST return for the last Two Years; Audited Balance Sheet for the last 3 Years.

The above requirements are minimum qualification criteria. Tata Power reserves the right to further assess capabilities, shortlist, accept, or reject any party without assigning any reason.

6. BIDDING PROCESS

1. Detailed Bid Document (RFP) will be issued through Tata Power e-tender portal (SAP Ariba System) only to parties submitting a valid EOI as per the terms mentioned in this Tender Notice.
2. Bidding for the subject tender may be conducted through e-auction. Detailed bidding and auction process will be provided during the RFP/Bidding Stage.
3. Bidders are currently required to submit EOI and relevant documents via the E-mail addresses mentioned above only. Physical mail/courier is not required.
