Introduction

This walk-behind rotary mower is designed for domestic use. It is primarily intended for mowing well-maintained lawns in residential areas. It is not designed for cutting weeds or for agricultural applications. It is designed for use with the Toro Flex-Force Lithium-Ion battery, Model 88675 (supplied with Models 21566 and 21568); you can also use battery Model 88620, 88625, 88640, 88650, or 88660. These batteries are designed to be charged only with battery charger Model 88602 (supplied with models 21566 and 21568), 88605, or 88610. Using this product for purposes other than intended could be hazardous to you and others.

Models 21566T and 21568T do not include a battery or charger.

Read this manual carefully to learn how to use and maintain your product correctly, and to prevent injury and damage to the product. You are responsible for using the product correctly and safely.

IMPORTANT SAFETY INSTRUCTIONS

WARNING – When using an electric machine, always read and observe basic safety rules and instructions, including the following, to reduce the risk of fire, electric shock, or injury:

I. Training

  1. The machine operator is responsible for any accident or hazard affecting other persons or their property.
  2. Do not allow children to use or play with the machine, battery, or battery charger; local regulations may restrict the operator's age.
  3. Do not allow this device to be used or maintained by children or by persons who have not received adequate training. Only allow responsible, trained persons who are familiar with the instructions and physically capable of using the machine to operate or maintain it.
  4. Before using the machine, battery, and battery charger, read all instructions and warning symbols on these products.
  5. Familiarize yourself with the controls and the correct use of the machine, battery, and battery charger.

II. Preparation

  1. Do not allow other persons, especially children or domestic animals, to enter the work area.
  2. Do not operate the machine without all safety guards and devices, such as deflectors and collectors, in place and functioning correctly on the machine.
  3. Inspect the area where the machine will be used, and remove any object that could interfere with the machine's operation or could be thrown by the machine.
  4. Before using the machine, ensure that the blade, blade bolt, and blade assembly are not worn or damaged. Replace any damaged or illegible sticker.
  5. Use only the battery specified by Toro. Using other accessories may increase the risk of fire and injury.
  6. If the charger is plugged into a power outlet that is not 120 volts, it may cause a fire or electric shock. Do not connect the battery charger to a power outlet that is not 120 volts. For other types of connection, use a plug adapter of the correct type for the power outlet, if necessary.
  7. Do not use the battery or battery charger if they are damaged or modified, as they may exhibit unpredictable behavior resulting in fire, explosion, or risk of injury.
  8. If the battery charger's power cord is damaged, contact an Authorized Service Dealer to have it replaced.
  9. Charge the battery only with the Toro-specified battery charger. A charger designed for one type of battery can create a fire hazard if used with another battery.
  10. Charge the battery only in a well-ventilated area.
  11. Follow all charging instructions and do not charge the battery if the temperature is outside the range specified in the instructions. Otherwise, you could damage the battery and increase the risk of fire.
  12. Appropriate attire – wear appropriate clothing, including eye protection; long pants; sturdy, slip-resistant footwear (do not go barefoot or wear sandals); and hearing protection. If you have long hair, tie it back, and do not wear loose clothing or dangling jewelry that could get caught in moving parts. Wear a mask in dusty conditions. Rubber gloves are recommended.

III. Operation

  1. Contact with a moving blade will cause serious injury. Keep hands and feet away from the cutting area and all moving parts of the machine. Do not approach discharge openings.
  2. Using this machine for purposes other than intended could be hazardous to you and others.
  3. Disengage the self-propelled drive (if equipped) before starting the machine.
  4. Do not tilt the machine when starting the engine.
  5. Avoid accidental starting – ensure the electric start button is removed from the electric start switch before connecting the battery and operating the machine.
  6. Give your full attention to operating the machine. Do not engage in any activity that could distract you; otherwise, injury or property damage could result.
  7. When you release the blade control bar, the engine should stop and the blade should stop within 3 seconds or less. If not, stop using the machine immediately and contact an Authorized Service Dealer.
  8. Stop the machine, remove the electric start button, remove the battery from the machine, and wait for all motion to stop before adjusting, inspecting, cleaning, or storing the machine.
  9. Remove the battery and the electric start button from the machine before leaving it unattended or before changing accessories.
  10. Do not force the machine – let the machine do the job better and more safely at the speed for which it was designed.
  11. Stay alert – be aware of what you are doing and use common sense while working with the machine. Do not use the machine if you are ill, tired, or under the influence of alcohol or drugs.
  12. Do not use a battery-powered mower in the rain.
  13. Operate the machine only in good visibility and appropriate weather conditions. Do not use the machine when there is a risk of lightning.
  14. Use extreme caution when backing up or pulling the machine toward you.
  15. Step firmly and maintain balance at all times, especially on slopes. Mow across slopes and inclines, never up or down. Use extreme caution when changing direction on slopes or inclines. Do not mow extremely steep slopes and inclines. Walk, do not run, with the machine.
  16. Do not direct discharge material at anyone. Avoid discharging material against a wall or other obstruction; material could bounce back at you. Stop the blade(s) before crossing surfaces not covered with grass.
  17. Be alert for holes, ruts, mounds, rocks, or other hidden objects. Uneven terrain can cause you to lose balance or slip.
  18. Wet grass or wet leaves can cause serious injury if you slip and contact the blade. Do not mow in wet conditions.
  19. If the machine hits an object or begins to vibrate, immediately shut off the machine, remove the electric start button, remove the battery, and wait for all motion to stop before examining the machine for damage. Make all necessary repairs before using the machine again.
  20. Stop the machine and remove the electric start button before loading the machine for transport.
  21. In abusive conditions, the battery may expel liquid; avoid contact. In case of accidental contact with the liquid, rinse with water. If the liquid gets into your eyes, seek medical attention. The expelled battery liquid can cause irritation or burns.

IV. Maintenance and Storage

  1. Stop the machine, remove the electric start button, remove the battery from the machine, and wait for all motion to stop before adjusting, inspecting, cleaning, or storing the machine.
  2. Do not attempt to repair the machine except as indicated in the instructions. Have the machine serviced by an Authorized Service Dealer using identical replacement parts.
  3. Wear gloves and eye protection when performing maintenance on the machine.
  4. Sharpen a dull blade on both ends to maintain balance. Clean the blade and ensure it is balanced.
  5. Replace the blade if it is bent, worn, or cracked. An unbalanced blade produces vibrations that could damage the motor or cause personal injury.
  6. When performing blade maintenance, be aware that the blade can move even if the power source is off. The blade is very sharp; any contact with the blade can cause serious personal injury.
  7. Wear gloves when performing blade maintenance.
  8. Check the grass bag frequently for deterioration or wear, and replace any worn bag with a Toro [replacement] bag.
  9. For best performance, use only genuine Toro parts and accessories. Other accessories and replacement parts could be hazardous, and such use could void the product warranty.
  10. Maintain the machine correctly – keep cutting edges sharp and clean for best performance and safety. Keep handles dry, clean, and free of oil and grease. Keep guards in place and in good working order. Keep blades sharp. Use only identical replacement blades.
  11. Inspect the machine for damaged parts – if there is damage to guards or other parts, determine if the machine is functioning correctly. Check that moving parts are properly aligned and move freely without binding, are properly assembled, that no parts are broken, and that there are no other circumstances that could affect its use. Unless otherwise indicated in the instructions, have any damaged guard or component repaired or replaced by an Authorized Service Dealer.
  12. When the battery is not in use, it must be kept away from metallic objects such as paper clips, coins, keys, nails, and screws that could make a connection between one terminal and another. A short circuit between the battery terminals can cause burns or a fire.
  13. Frequently check that the blade and motor mounting bolts are tight.
  14. When you are not using the machine, store it in a locked, dry, and secure place out of the reach of children.
  15. Do not expose a battery or machine to fire or excessive temperatures. Exposure to fire or temperatures above 130 °C (265 °F) can cause an explosion.
  16. CAUTION – A mishandled battery can pose a risk of fire, explosion, or chemical burn.
  17. Do not disassemble the battery.
  18. Replace the battery only with a genuine Toro battery; using another type of battery could cause a fire or risk of injury.
  19. Keep batteries out of reach of children and in their original packaging until use.

Assembly

Procedure:

If desired, mount the battery charger securely to the wall using the wall-mounting holes on the back of the charger. Mount it in an indoor space (such as a garage or other dry location), near a power outlet, and out of the reach of children.

Refer to Figure 3 for assistance with mounting the charger. Place the charger onto the correctly positioned fasteners to secure it in place (fasteners not included).

Note: The right and left sides of the machine are determined from the operator's normal position.

Before Operation

Installing the Battery

Important: Use the battery only at temperatures within the appropriate range; see Specifications (page 15).

Models 21566 & 21566T
  1. Check that the battery vent openings are free of dust and debris.
  2. Press down on the battery compartment cover to open it (Figure 11, A).
  3. Align the battery cavity with the machine's tab, and insert the battery into the compartment until it latches in place (Figure 11, B).
  4. Press down on the battery compartment cover until it clicks into place (Figure 11, C).

Note: If the battery compartment cover does not close completely, the battery is not installed correctly.

Models 21568 & 21568T
  1. Check that the battery vent openings are free of dust and debris.
  2. Lift the battery compartment cover (Figure 12, A).
  3. Align the battery cavity with the machine's tab, and insert the battery into the compartment until it latches in place (Figure 12, B).
  4. Close the battery compartment cover (Figure 12, C).

Note: If the battery compartment cover does not close completely, the battery is not installed correctly.

Adjusting the Handlebar Height

You can raise or lower the handlebar to a position that is comfortable for you.

To adjust the handlebar height, do the following:

  1. Lower the handlebar; see How to Fold the Handlebar (page 27).
  2. On both sides of the machine, remove the handlebar stop and adjust the square-neck bolt position to the upper position (highest handlebar) or lower position (lowest handlebar) (Figure 13).
  3. Secure the handlebar stops and raise the handlebar.

Adjusting the Cutting Height

WARNING: When adjusting the cutting height, you could touch a moving blade with your hands, which could cause serious injury.

Adjust the cutting height as desired. Adjust all four wheels to the same cutting height (Figure 14).

During Operation

How to Start the Machine

  1. Ensure the battery is installed in the machine; see Installing the Battery (page 16).
  2. Note: If the battery compartment cover does not close completely, the battery is not installed correctly.
  3. Insert the electric start button into the electric start switch (Figure 15, A).
  4. Squeeze the blade control bar against the handlebar (Figure 15, B).
  5. Press the electric start button and hold it until the engine starts (Figure 15, C).

Using the Self-Propelled Drive

To engage the self-propelled system, simply walk with your hands on the upper handlebar and your elbows close to your body, and the machine will automatically maintain your speed (Figure 16).

Note: If the machine does not roll backward freely after using the self-propelled drive, stop, keep your hands in place, and let the machine roll forward a few inches to disengage the wheel drive. You can also try placing your hand on the metal handlebar just below the upper handlebar and pushing the machine forward a few inches. If the machine does not roll backward easily, contact an Authorized Service Dealer.

Adjusting Blade Speed

This machine has two blade speed settings: AUTO and MAX.

Turn the electric start button on the electric start switch to either of the two positions to adjust the blade speed (Figure 17).

Shutting Down the Machine

  1. Release the blade control bar (Figure 18, A).
  2. Remove the electric start button from the electric start switch (Figure 18, B).
  3. Remove the battery; see How to Remove the Battery (page 24).

Note: When you are not using the machine, remove the battery.

Mulching the Clippings

Your machine is factory-equipped to recycle grass and leaf clippings and return them to the lawn.

Important: Ensure the rear plug is locked in place. To lock the plug, lift the rear deflector (Figure 19, A), insert the plug, and press firmly until it snaps into place (Figure 19, B).

Note: To unlock the rear plug, turn the plug lever to the right (Figure 20).

Bagging the Clippings

Use the grass bag if you wish to collect grass and leaf clippings from the lawn.

Note: By default, this machine is equipped with an economy blade for improved runtime; it also includes an optional performance blade for improved bagging and performance. Before bagging, install the performance blade; see Replacing the Blade (page 29).

Installing the Grass Bag

  1. Shut off the machine and wait for all moving parts to stop; see Shutting Down the Machine (page 22).
  2. Remove the battery from the machine; see How to Remove the Battery (page 24).
  3. Lift and hold the rear deflector (Figure 20, A).
  4. Remove the rear discharge plug by pressing the latch inward with your thumb and pulling the plug from the machine (Figure 20, B and C).
  5. Insert the ends of the bag's wire frame into the notches at the base of the handlebar, and move the bag forward and backward to verify that the frame ends are seated in the bottom of each notch (Figure 20, D).
  6. Lower the rear deflector until it rests on the grass bag.

How to Remove the Grass Bag

DANGER: The machine may throw grass clippings and other objects through any opening in the machine housing. Objects thrown with sufficient force could cause serious personal injury or death to you or others.

  1. Shut off the machine and wait for all moving parts to stop.
  2. Lift the rear deflector.
  3. Remove the grass bag wire frame from the notches at the base of the handlebar (Figure 20, A).
  4. Install the discharge plug (Figure 20, B).
  5. Lower the rear deflector (Figure 20, C).

How to Remove the Battery

  1. Lift the battery compartment cover.
  2. Press the battery latch to release the battery, and remove the battery.
  3. Close the battery compartment cover.

After Operation

Charging the Battery

Important: The battery is not fully charged at the time of purchase. Before using the tool for the first time, place the battery in the charger and charge it until the LED indicator shows the battery is fully charged. Read all safety precautions.

Important: Charge the battery only at temperatures within the appropriate range; see Specifications (page 15).

Note: At any time, press the battery charge indicator button to display the current charge (LED indicators).

  1. Check that the battery and charger vent openings are free of dust and debris.
  2. Align the battery cavity (Figure 21) with the charger's tab.
  3. Insert the battery into the charger until it is fully seated (Figure 21).
  4. To remove the battery, slide the battery backward out of the charger.
  5. Refer to the table below to interpret the battery charger LED indicator.

Important: The battery can be left connected to the charger for short periods between uses. If the battery will not be used for longer periods, remove the battery from the charger; see Storage (page 31).

Cleaning the Underside of the Machine

Cleaning the Underside of the Machine in the Operating Position

Maintenance Interval: After each use

WARNING: Material may become dislodged from under the machine.

For best results, clean the machine immediately after mowing.

  1. Lower the machine to the lowest cutting height. See Adjusting the Cutting Height (page 19).
  2. If the grass bag is installed on the machine, remove it; see How to Remove the Grass Bag (page 24).
  3. Move the machine to a level paved surface.
  4. Wash the area under the rear discharge (if applicable), where clippings travel from the underside of the machine to the grass bag.
  5. With the engine running and the blade engaged, direct a stream of water in front of the right rear wheel (Figure 22).

  1. When no more clippings are coming out, turn off the water and move the machine to a dry area.
  2. Start the engine and let it run for a few minutes to dry the underside of the machine.
  3. Shut off the engine and let it cool.

Cleaning the Underside of the Machine in the Upright Storage Position

  1. Place the machine in the upright storage position; see Storing the Machine in an Upright Position (page 27).
  2. Remove grass clippings from under the machine with water.

How to Fold the Handlebar

WARNING: If you fold or unfold the handlebar incorrectly, the cable(s) may be damaged, creating unsafe operating conditions.

  1. Remove the electric start button (Figure 23).

  1. Hold the handlebar while opening the handlebar locking levers to prevent your hands from getting pinched.
  2. Open the handlebar locking levers until you can move the upper section of the handlebar freely.
  3. Fold the handlebar all the way forward, as shown in Figure 24.

Important: Ensure the cables are routed outside the handlebar locking levers when folding the upper section.

Storing the Machine in an Upright Position

During the mowing season, or during the off-season, you can store the machine upright to minimize the space occupied.

DANGER: The upright storage position exposes the underside of the machine.

  1. Ensure the machine's cutting height adjustment is set to 92 mm (3½") or less; if not, lower it; see Adjusting the Cutting Height (page 19).
  2. Open the handlebar locking levers (Figure 25).

  1. Fold the handlebar completely forward (Figure 25).

Important: Ensure the cables are routed outside the handlebar knobs when folding the upper section.

  1. Close the handlebar locking levers.
  2. Lift the front of the machine by the handlebar and move it to the storage location (Figure 26).

Maintenance

Remove the electric start button and the battery from the machine before performing any maintenance or cleaning on the machine.

Use only replacement parts and accessories recommended by the manufacturer. Inspect and service the machine regularly. The machine should only be repaired by an Authorized Service Dealer.

Replacing the Blade

Maintenance Interval: Annually

Important: You will need a torque wrench to install the blade correctly. If you do not have a torque wrench or prefer not to perform this procedure, contact an Authorized Service Dealer.

If the blade is damaged or cracked, replace it immediately. If the blade edge is dull or nicked, have the blade sharpened or replaced.

WARNING: While performing blade maintenance, the blade can move even if the power source is off. The blade is very sharp; any contact with the blade can cause serious personal injury.

  1. Remove the electric start button and the battery from the machine.
  2. Use a block of wood to immobilize the blade (Figure 27).
  3. Remove the blade, keeping all mounting hardware (Figure 27).

  1. Install the new blade and all mounting hardware (Figure 28).

Important: Position the blade with the curved ends facing up, toward the machine housing.

Use a torque wrench to tighten the blade bolt to 88 N·m (65 ft-lb).

Adjusting the Self-Propelled Drive

For self-propelled models only

Whenever you install a new self-propelled drive or if the self-propelled drive is out of adjustment, adjust the self-propelled drive cable.

  1. Turn the adjustment nut counterclockwise to loosen the cable adjustment (Figure 29).

4. Turn the nut clockwise to tighten the adjustment.

5. Turn the nut counterclockwise to loosen the adjustment.

  1. Adjust the cable tension (Figure 29) by pulling or pushing the cable, and hold it in that position.

Note: Push the cable toward the motor to increase traction; pull the cable away from the motor to reduce traction.

  1. Turn the adjustment nut clockwise to tighten the cable adjustment.

Note: Tighten the nut firmly with a socket or wrench.

Preparing the Battery for Recycling

Important: After removing, cover the battery terminals with heavy-duty service tape. Do not attempt to destroy or disassemble the battery or remove any of its components.

Lithium-ion batteries marked with the Call2Recycle label can be recycled at any participating battery recycling drop-off location or facility (U.S. and Canada only). To find a participating location or facility near you, call 1-800-822-8837 or visit www.call2recycle.org. If you cannot find a participating location or facility near you, or if your rechargeable battery is not marked with the Call2Recycle label, contact your local municipality for more information on responsible battery recycling. If you are outside the U.S. or Canada, contact your authorized Toro dealer.

Storage

Important: Store the machine, battery, and charger only at temperatures within the appropriate range; see Specifications (page 15).

Important: If you are storing the tool until the next season, charge it until 2 or 3 of the battery LED indicators turn green. Do not store the battery fully charged or fully discharged. Before using the machine again, charge the battery until the left indicator on the charger turns green, or until all 4 battery LED indicators turn green.

Troubleshooting

Perform only the steps described in these instructions. Any other inspection, maintenance, or repair work should be performed by an Authorized Service Dealer or an authorized specialist if you cannot solve the problem yourself.

1. Unplug the battery charger and move it to a dry location with a temperature between 5 °C (41 °F) and 40 °C (104 °F).
2. Contact a qualified electrician to repair the power outlet.

Battery charger LED indicator flashes red. 1. Communication error between battery and charger.

1. Remove the battery from the charger, unplug the charger from the power outlet, and wait 10 seconds. Plug the charger back into the power outlet and place the battery in the charger. If the charger LED indicator continues to flash red, repeat this procedure. If the charger LED indicator continues to flash after 2 attempts, dispose of the battery properly at a battery recycling facility.
2. Dispose of the battery properly at a battery recycling facility.
Machine makes beeping sounds. 1. Battery is not charged.
2. Machine is in an unsafe position for use.
3. Machine is overloaded.
4. There is another electrical problem with the machine.
1. Remove the battery from the machine and charge it.
2. Ensure the machine is not tilted excessively during use.
3. Mow at a higher cutting height or walk at a slower pace while mowing.
4. Try the other troubleshooting steps, and if the alarm continues to sound, contact an Authorized Service Dealer.
Cutting quality is poor or unsatisfactory. 1. Blade is not sharp.
2. Cutting housing has debris buildup.
1. Have the blade sharpened or replaced.
2. Clean under the machine.
Bagging is poor or unsatisfactory. 1. Machine is overloaded. 1. Mow at a higher cutting height or walk at a slower pace while mowing.

California Proposition 65 Warning Information

What does this warning mean?

You may see a product for sale with a warning label like the following:

What is Proposition 65?

Proposition 65 applies to any company that does business in California, sells products in California, or manufactures products that may be introduced into or sold in California. This law requires the Governor of California to maintain and publish a list of chemicals identified as causing cancer, birth defects, or other reproductive harm. The list, which is updated annually, includes hundreds of chemicals found in many everyday items. The purpose of Proposition 65 is to inform the public about exposure to these chemicals.

Proposition 65 does not prohibit the sale of products containing these chemicals; rather, it requires warnings on the product, packaging, and documentation supplied with the product. Furthermore, a Proposition 65 warning does not mean that the product violates any safety standards or requirements. In fact, the California government has clarified that a Proposition 65 warning "is not the same as a legal determination of 'safety' or 'unsafety' of a product." Many of these chemicals have been used for years in everyday products without documented harm. For more information, visit https://oag.ca.gov/prop65/faqs-view-all.

A Proposition 65 warning means that a company (1) has evaluated the exposure and concluded that it exceeds the "safe harbor level"; or (2) has chosen to provide a warning based on its knowledge about the presence of a listed chemical without attempting to evaluate the exposure.

Does this law apply everywhere?

Proposition 65 warnings are only required under California law. These warnings are seen throughout California in a wide variety of settings, including but not limited to restaurants, grocery stores, hotels, schools, and hospitals, and on a wide variety of products. Additionally, some online and mail-order retailers include Proposition 65 warnings on their websites or in their catalogs.

What is the difference between California warnings and federal limits?

Proposition 65 standards are often more stringent than federal or international standards. Several substances require a Proposition 65 warning at levels much lower than federal limits. For example, the Proposition 65 level for lead warnings is 0.5 µg/day, which is much lower than what federal and international standards require.

Why don't all similar products carry the warning?

Why does the manufacturer include this warning?

The manufacturer has chosen to provide consumers with as much information as possible so they can make informed decisions about the products they buy and use. The manufacturer provides warnings in certain cases based on its knowledge of the presence of one or more listed chemicals, without evaluating the exposure level, as the list does not include exposure limits for all chemicals it contains. Although the exposure from the manufacturer's products may be insignificant, or within the "no significant risk" category, the manufacturer has chosen to provide Proposition 65 warnings as a precaution. Furthermore, if the manufacturer did not provide these warnings, it could be sued by the State of California or by private parties under Proposition 65, and be subject to significant penalties.
