This document provides a user guide for the Rugged Radios GMR45 Mobile Radio. It details the radio's functions, operation, and important safety and compliance information.
Front Panel Description
The front panel of the GMR45 Mobile Radio features a display screen and several controls:
- Display Screen: Shows channel information (e.g., "LO NAR 7--25"), indicating the radio is set to GMRS Channel 7 with a tone code of 25. It also displays status indicators like "RADIO IS NARROWBAND".
- Buttons: Five programmable buttons labeled P1 through P5, and a Function button labeled 'F'.
- Controls: A VOLUME/ON/OFF knob for powering the radio and adjusting volume.
- Ports: A MIC PORT for connecting a microphone.
- Labels: Indicate features like MEMORY MODE (NO FUNCTION), CHANNEL/NAVIGATION, and POWER LEVEL (UNCHANGEABLE).

Radio Functions
The following functions are accessible via the radio's buttons:

to access tone code settings. - Select desired tone type: "T", "T SQ", "DCS", or "SQ DCS". "T" and "DCS" are transmit-side only; "T SQ" and "SQ DCS" are for transmit and receive.
- Use the channel knob to change tone codes.

to save the selection. - It is recommended to use codes with "SQ" unless otherwise specified.
- To remove all tone codes on a channel, press

five times starting from the channel display.

Part 15 Compliance
This device complies with Part 15 of the FCC Rules. Operation is subject to two conditions: (1) this device does not cause harmful interference, and (2) this radio must accept any interference that may cause undesired operation.
Exposure To Radio Frequency Energy
Your Rugged radio is designed to comply with national and international standards regarding exposure to radio frequency electromagnetic energy. These include:

To ensure compliance with general population or uncontrolled environment exposure limits, transmit no more than 50% of the time. The radio generates measurable RF energy exposure only when transmitting.
Important Notes
Changes or modifications not expressly approved by Rugged Radios could void the right to operate this unit. The radio is set up to transmit a regulated signal on an assigned frequency. Altering settings to exceed limitations is against the law. Any adjustments must be made by qualified technicians.
Safety Information
This radio generates RF electromagnetic energy during transmit mode. It is designed and classified as "Occupational Use Only," meaning it must be used only during the course of employment by individuals aware of the hazards and methods to minimize them. It is NOT intended for use by the "General Population" in an uncontrolled environment.
The radio has been tested and complies with FCC RF exposure limits for "Occupational Use Only." It also complies with the following standards and guidelines regarding RF energy and electromagnetic energy levels for human exposure:
- FCC OET Bulletin 65 Edition 97-01 Supplement C, Evaluating Compliance with FCC Guidelines for Human Exposure to Radio Frequency Electromagnetic Acids.
- American National Standards Institute (C95.1-1992), IEEE Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz.
- American National Standards Institute (C95.3-1992), IEEE Recommended Practice for the Measurement of Potentially Hazardous Electromagnetic Fields-- RF and Microwave.
Authorized accessories are listed in the instructions. Using unauthorized accessories may result in RF exposure levels exceeding FCC requirements.
Guidelines for Safe Operation
- DO NOT operate the radio without a proper antenna attached, as this may damage the radio and exceed FCC RF exposure limits. Use the antenna supplied by the manufacturer or one specifically authorized by them.
- DO NOT transmit for more than 50% of total radio use time. Transmitting more than 50% of the time can cause FCC RF exposure compliance requirements to be exceeded. The 'TX indicator' lights up red when transmitting.
- ALWAYS keep the antenna at least 2.5 cm (1 inch) away from the body when transmitting. Use the provided belt-clip to ensure compliance.
- For best sound quality, hold the antenna at least 5 cm (2 inches) from your mouth and slightly off to one side.
This information helps users understand RF exposure and operate the radio safely within FCC limits.
Electromagnetic Interference/Compatibility During Transmission
Your radio generates RF energy that may cause interference with other devices or systems. To avoid interference:
- Turn off the radio in areas where signs prohibit its use.
- DO NOT operate the transmitter in areas sensitive to electromagnetic radiation, such as hospitals, aircraft, or blasting sites.
