Scope of This Manual

This manual provides installation instructions for ORION® water endpoints, including ORION Cellular (C, HLD, HLG, CS, LTE-M, LTE-MS, HLA, HLB, HLC, LTE) and ORION Mobile M, ME, Fixed Network (SE), and Classic (CE) endpoints.

Installation must comply with all applicable federal, state, and local rules, regulations, and codes. Failure to follow instructions may lead to misapplication, misuse, personal injury, or equipment damage. Proper performance relies on correct installation; improperly installed endpoints may not be covered under warranty.

WARNING: Operation of transmitters and receivers on airlines is prohibited by the Federal Aviation Administration. Shipping of radios and endpoints via air is prohibited. Follow Badger Meter return and/or shipping procedures to prevent liability.

Product Unpacking and Inspection

Upon receipt, unpack and inspect the product carefully. If the shipping container is damaged, request the carrier be present during unpacking. Remove all cushioning material.

ORION Endpoints: Remove the pre-wired endpoint or assembly and inspect for damage. Retain installation kit contents.

Other Products: Inspect for physical damage such as scratches or loose parts. Retain packaging for reshipment or storage.

NOTE: If damage is found, request carrier inspection within 48 hours and file a claim. Claims for transit damage are the purchaser's responsibility.

License Requirements

ORION Cellular endpoints (C, HLD, HLG, CS, LTE-M, LTE-MS, HLA, HLB, HLC, LTE) comply with FCC Parts 15, 22, 24, and 27. ORION Mobile M, ME, SE, and CE endpoints comply with FCC Part 15.

Operation is subject to two conditions: (1) devices must not cause harmful interference, and (2) they must accept any received interference, including that which may cause undesired operation.

Transmitters meet radiation exposure requirements. Maintain a 20 cm distance between the transmitter and user's body during operation to avoid exceeding general population exposure limits.

No FCC license is required for utilities to operate an ORION meter reading system.

This device complies with Industry Canada license-exempt RSS standard(s). Operation is subject to conditions: (1) no interference, and (2) acceptance of any interference.

Identification

Endpoints

The ORION water endpoint is a three-wire metering device for indoor/outdoor use. Each endpoint has a unique serial number on its tag and housing. Endpoints require connection to an encoder. Badger Meter encoders are shown in Figure 3.

Refer to specific sections for endpoint photos: "ORION Cellular Endpoints" (page 5), "ORION Mobile M, ME and SE Endpoints" (page 7), and "ORION Classic Endpoints" (page 9).

Endpoint Dimensions

Encoders/Register

The encoder connects to the endpoint. Each Badger Meter encoder is identified by assembly number, unit of measure, and meter model. Current and legacy products are shown in Figure 3.

ORION Cellular Endpoints

This section covers configuration, encoder compatibility, and installation for ORION Cellular endpoints (HLG, C, HLD, CS, LTE-M, LTE-MS, HLA, HLB, HLC).

Serial Number Ranges and FCC Labels

A table lists ORION Cellular endpoint types (HLG, HLD, HLB, HLC, HLA, C, CS, LTE-M, LTE-MS, LTE) with their respective serial number ranges and FCC label colors (pink/blue, white, yellow, green, orange).

The serial number is engraved on the endpoint base, and the FCC label is on the other side. Figure 5 shows examples of FCC labels on different colored endpoints.

Endpoint Configurations

Endpoints can be configured in two ways:

Field Wiring, Encoder Connectivity and Read Resolution

ORION Cellular endpoints with flying leads are pre-programmed. Connect all three wires to an encoder. Connection can be to existing wires or directly to terminal screws, depending on the manufacturer. Compatibility includes Badger Meter encoders and E-Series Ultrasonic meters, as well as competitive encoders. A wiring chart is provided on the next page.

NOTE: For field wiring with gel connectors, see "Using Gel Caps to Connect an Encoder" (page 32). Follow the gel cap/field splice kit manufacturer's instructions.

NOTE on Competitive Encoders: Output is determined by encoder configuration. ORION Cellular endpoints are compatible with encoders/meters manufactured within 10 years, provided they use a three-wire output mode for AMR/AMI. Two-wire mode requires utility programming.

Installation Guidelines (Indoor, Outdoor, Pit)

Follow these guidelines for installing the endpoint/encoder assembly:

ORION Mobile M, ME and SE Endpoints

This section details configuration, encoder compatibility, and installation for ORION Mobile M, ME, and Fixed Network (SE) endpoints.

Deployment Note: Mobile solutions deployed before February 1, 2023, include ORION ME endpoints migratable to fixed network. Solutions deployed after this date include ORION ME endpoints for mobile mode only.

ORION Classic Endpoints

This section covers configuration, encoder compatibility, and installation for ORION Classic (CE) endpoints.

Endpoint Configurations

Activating Endpoints

Activation depends on the endpoint's radio mode: "Pause" (soft sleep) or "Stop" (hard sleep). The Product Configuration Utility software can identify the radio mode.

Smart Activation for Endpoints in Pause Mode

ORION endpoints feature Smart Activation, which uses consumption to automatically start an endpoint in Pause mode. After installation, the endpoint radio wakes up and broadcasts data when the connected encoder detects sufficient water usage. No field programming is required, but activation times vary based on consumption. Infrared (IR) activation tools are available for immediate activation. Refer to the Product Configuration Utility for ORION Endpoints software manual at www.badgermeter.com.

NOTE: The IR Alignment Tool (68779-001) is recommended for IR activation.

Endpoint/Encoder Assemblies

An initial encoder read is stored by the endpoint when factory-connected and placed in Pause mode. The endpoint monitors the encoder for consumption every fifteen minutes. Upon installation and sufficient water flow, the endpoint automatically wakes up and transitions to operational mode when the required consumption is registered.

Endpoint Only

ORION endpoint-only configurations can also be shipped in Pause mode. The initial encoder read is established upon the first field connection to an encoder.

NOTE: It may take up to 15 minutes for an endpoint to recognize the initial encoder read. Badger Meter recommends connecting the endpoint to an encoder in advance of field installation to capture the baseline read.

After the initial read is stored, the endpoint monitors consumption every fifteen minutes. It automatically wakes up and transitions to operational mode once the required consumption is registered (see Table 1).

Activation for Endpoints in Stop Mode

Endpoints in Stop mode require manual activation via IR communication using the Badger Meter IR Communication Device (68891-001) or the Product Configuration Utility software. The software can also identify the endpoint radio mode. Refer to the software manual at www.badgermeter. com.

IMPORTANT: Badger Meter IR Communication Devices shipped before March 8, 2021 require a firmware update for ORION Cellular C endpoints. Contact Badger Meter Utility Technical Support (800-616-3837) for assistance.

Changing Registration for an Existing Endpoint Assembly

Confirming Installation - ORION Cellular C, HLD, HLG, CS, LTE-M, LTE-MS, HLA, HLB, HLC, LTE

Before leaving the installation site, confirm endpoints are active and communicating:

  1. BEACON® Software as a Service (SaaS) users: Check activation status using the ORION Endpoint Status tool. Endpoints do not need to be provisioned in BEACON SaaS to display. See "Endpoint Status Tool for ORION Cellular Endpoints" (page 28).
  2. IR Communication Device (68891-001): Use to confirm activation and encoder connection. Refer to device instructions and the IMPORTANT note on page 11 regarding firmware updates.

Active endpoints automatically transition to the appropriate network.

Confirming Installation - ORION Mobile M, ME, SE, CE

Use an ORION handheld or ORION Mobile Reading system to confirm the endpoint is broadcasting RF data. Refer to the respective user manuals available at www.badgermeter.com.

Active Endpoints

Changing Registration for an Existing Endpoint Assembly

ORION Cellular C, HLD, HLG, CS, LTE-M, LTE-MS, HLA, HLB, HLC, LTE

If the encoder is changed, the endpoint will recognize the new encoder and report previous and current interval data.

ORION Mobile M, ME, SE, CE

If changing an encoder on an endpoint that logged historical data, follow these steps:

  1. Extract and save historical profile data. Refer to the Product Configuration Utility for ORION Endpoints software manual at www.badgermeter.com.
  2. Clear profile data from the endpoint.
  3. Connect the new encoder, following applicable installation instructions. The endpoint will recognize the new encoder and record interval data.

64394-032 Wall Cover Install Kit

The 64394-032 Wall Cover Install Kit is recommended for proper mounting of an endpoint for indoor and outdoor remote applications. It provides a protected area for gel splice connections.

For use with: All ORION endpoints.

Installation Steps:

  1. Choose an appropriate installation location within the limits of the endpoint cable/connector harness.
  2. Verify proper orientation. The enclosure bottom has an opening for IR programming, providing access to the endpoint IR LED port without disassembly.
  3. Place the endpoint into the enclosure with the antenna (threaded portion) up.
    • Cellular endpoints: Refer to Figure 11 for correct placement.
    • Other ORION endpoints: Ensure the flat side of the endpoint faces inward, against the enclosure wall.

    NOTE: If double-sided tape is included, it can be used to temporarily secure the endpoint.

  4. Position the endpoint cable: Route the cable through the cutout on the bottom of the wall cover.
  5. NOTE: If drilling a hole behind the enclosure for the cable, it does not need to route through the bottom cutout.

  6. If the endpoint has an inline connector, place it inside the enclosure and route the cable through the bottom cutout. Gel splice connections should also be placed inside the enclosure.
  7. NOTE: See "Outdoor Installation for Endpoint with Inline Connector" (page 16) for outdoor installation details.

  8. Ensure the wall cover is properly positioned with the antenna straight up and the IR LED port visible through the bottom opening.
  9. Secure the wall cover using customer-supplied screws. Installation is complete.

67625-001 IR Holder for Wall Cover Install Kit

The 67625-001 IR Holder is an optional accessory for the 64394-032 Wall Cover kit. It fits on the wall cover adapter rails to hold an IR programming head in alignment with the endpoint LED port.

Installation Steps:

  1. Place the optical head of an IR programming cable into the holder. The nubs on the optical head fit into the holder's cutouts.
  2. Slide the bracket into the adapter rails at the bottom of the 64394-032 enclosure, aligning the IR optical head with the endpoint LED port (see Figures 14 and 15).
  3. Connect the IR programming cable to a Badger Meter mobile reading device for IR functions. Refer to the Product Configuration Utility for ORION Endpoints software manual at www.badgermeter.com for programming instructions.

Outdoor Installation for Endpoint with Inline Connector

This section provides guidance for outdoor installation of endpoints with inline connectors.

Meter-side connector harnesses are available with Twist Tight and Nicor connectors in 10 ft and 25 ft lengths. Specific part numbers are provided.

Installation Steps:

  1. Choose an appropriate outdoor location within the harness limits and mount the endpoint.
  2. NOTE: For wall cover enclosure use, see "64394-032 Wall Cover Install Kit" (page 14).

  3. Join the endpoint connector with the encoder cable's connector mate. If using a wall cover enclosure, place the inline connector inside it.
  4. Drill a small hole in the wall/structure for the endpoint/encoder cable.
  5. Pass the cable end with flying leads through the wall.
  6. Inside, connect the encoder wires using a field splice kit or directly to terminal screws. Refer to wiring charts for assistance.
  7. NOTE: Refer to the Field Splice Kit Application Data Sheet at www.badgermeter.com for splice instructions.

Installation is complete when the meter, encoder, and endpoint are installed and connected.

64394-031 WALL BRACKET INSTALL KIT - ORION CELLULAR LTE

The 64394-031 Wall Bracket Kit is for mounting ORION Cellular endpoints.

For use with: ORION Cellular C, HLD, HLG, CS, LTE-M, LTE-MS, HLA, HLB, HLC, and LTE endpoints.

The bracket clips into the endpoint slot and attaches it to a wall. A screwdriver and two customer-supplied screws are needed. Drill pilot holes for screws before attaching.

The bracket can also mount the endpoint to a pole using customer-supplied cable ties through its openings.

69406-001 MOUNTING BRACKET INSTALL KIT FOR ORION ENDPOINT AND E-SERIES ULTRASONIC METER

The 69406-001 Mounting Bracket Install Kit securely installs an ORION endpoint to an E-Series Ultrasonic meter for non-submerged indoor and outdoor remote applications.

For use with: ORION ME, SE, CE endpoints.

Installation Steps:

NOTE: Kit components are mounting bracket (68789-001) and locking clip (68790-001).

  1. Feed the endpoint wiring cable through the mounting bracket's central opening.
  2. A small triangle is visible on the underside of the bracket (Figure 20) and at the bottom of the endpoint. Align these triangles, push the bracket and endpoint together, and twist the endpoint clockwise until it clicks into place.

  3. Align the mounting bracket tabs with the E-Series register tabs (Figure 21). Slide the bracket/endpoint down onto the register.
  4. Insert the locking clip underneath the mounting bracket, between the bracket and the register. The flat side of the clip should face the bracket and fit into its grooves. It will click to lock.
  5. NOTE: The endpoint is secure and cannot be removed without removing the locking clip.

  6. Ensure the endpoint antenna is upright in its final position.

64394-029 WALL BRACKET INSTALL KIT

The 64394-029 Wall Bracket Install Kit securely installs an ORION endpoint for non-submerged indoor and outdoor applications, including nonmetallic joist, wall, or pit applications.

For use with: ORION ME, SE, CE endpoints.

Required items: Wall Bracket install kit, two customer-supplied screws, screwdriver, and drill.

Installation Steps:

  1. Using the bracket's screw holes as a guide, drill two pilot holes on the joist or wall.
  2. Connect the endpoint: Carefully slide the encoder cable harness through the bracket's slit, with screw holes at the bottom (Figure 24).
  3. Locate the small triangle and hole underneath the bracket (Figure 25). The triangle aligns the bracket with the endpoint.
  4. Locate the small raised triangle at the bottom of the ORION endpoint housing (Figure 26).
  5. Align the endpoint and bracket triangles. Push the bracket and endpoint together.
  6. With one hand holding the bracket, use the other to twist the endpoint approximately 1/4 turn clockwise until it locks into place (Figure 28).
  7. Ensure the endpoint antenna is upright (Figure 29) in its final position.
  8. Secure the bracket assembly using two customer-supplied screws into the pilot holes drilled in Step 1.

Installation is complete.

64394-008 C-CLAMP WALL BRACKET INSTALL KIT

The 64394-008 C-Clamp Wall Bracket Install Kit can be used for mounting an endpoint to a wall. It is suitable for indoor and remote installations for all ORION endpoints, but should NOT be used in a vault for ORION Cellular endpoints.

Installation Steps:

  1. Choose an appropriate wall location. Mount the C-clamp to the wall using a customer-supplied fastener and washer through the back opening. For vaults, install the C-clamp near the top to prevent access issues.
  2. NOTE: ORION Cellular endpoints should NOT be mounted in a vault.

  3. Place the neoprene spacer from the kit around the endpoint, about 1/2 inch (13 mm) from the top.
  4. Thread the lock nut onto the endpoint until it contacts the neoprene spacer.
  5. Insert the endpoint into the C-clamp, ensuring the neoprene spacer stays inside the clamp.
  6. Close and lock the C-clamp over the neoprene spacer to securely hold the endpoint.

Installation is complete.

NOTE: ORION radio endpoints perform best with a clear line of sight; performance varies with installation.

64394-003 PIPE INSTALL KIT

The 64394-003 Pipe Install Kit, with its mounting support bracket, is designed for pipe installations on 3/8, 5/8, and 1/2 inch rebar, or 1/2 inch schedule 40 PVC pipe. It is suitable for indoor and remote installations but should NOT be used under a pit lid for ORION Cellular endpoints.

For use with: All ORION endpoints.

Installation Steps:

  1. Drive rebar or stake into the ground, or use a free-standing pipe or rebar.
  2. CAUTION: DRIVE REBAR OR STAKE INTO THE GROUND PRIOR TO ATTACHING THE ENDPOINT TO AVOID DAMAGE.

  3. Slide the mounting support bracket onto the rebar/stake/pipe and secure it using the enclosed washer, wing nut, and hex head bolt. The hex head bolt fits in any slot.
  4. NOTE: The bracket can be installed either side up. Installing with the smooth side up is recommended for outdoor installations to prevent rainwater buildup.

  5. Insert the threaded end of the endpoint up through the bracket opening. Thread the lock nut onto the endpoint and tighten to secure the bracket (Figure 32).
  6. For pit installations, mount the endpoint 1-2 inches (25-51 mm) below the pit lid (NOT for ORION Cellular endpoints).

  7. Install the bracket along the endpoint's threaded end, at least 0.5 inches (13 mm) below the top where the antenna is located.

Installation is complete.

64394-023 COMMERCIAL METER MOUNTING BRACKET INSTALL KIT

The 64394-023 Commercial Meter Mounting Bracket Install Kit is designed for use with most Badger Meter Turbo, Compound Series, and Fire Service Disc bypass meter lines to securely mount an ORION endpoint to a meter.

For use with: All ORION endpoints.

A torque wrench is required for installation. Kit components include a stainless steel mounting bracket (66360-001) and a lock nut (62825-001).

Installation Steps:

  1. Verify that the water is turned off.
  2. Slip the mounting bracket over the top of the ORION endpoint (as shown).
  3. Screw the lock nut onto the endpoint's threaded section and hand-tighten to secure the bracket.
  4. At the meter, unscrew the head assembly bolt where the endpoint will be mounted.
  5. Position the bracket, reinsert the bolt, and hand-tighten it.
  6. NOTE: Figure 38 shows the bracket without the endpoint for clarity.

  7. Position the bracket so the endpoint is as far from the meter as possible to ensure adequate signal propagation (Figure 39).
  8. IMPORTANT: If two ORION endpoints are required for a fire series assembly or compound meter, mount them on OPPOSITE sides of the meter head assembly.

  9. Using a torque wrench, tighten the bolt according to the provided chart.

Installation is complete. Turn the water back on.

64394-030 THRU-THE-LID INSTALL KIT

The ADA-compliant Thru-the-Lid Install Kit (64394-030) is designed for use with a NON-METAL PIT LID, up to 2 inches (51 mm) thick, with a standard hole diameter of 1-7/8 inches (48 mm).

For use with: All ORION endpoints.

Installation Steps:

  1. Screw the lock nut (large diameter side up) onto the endpoint tube threads.
  2. Insert the endpoint tube through the bottom of the pit lid.
  3. Screw the top nut onto the endpoint tube threads.
  4. Tighten the lock nut and top nut to ensure the endpoint is secure.

Installation is complete.

NOTE: For thick lids, a Pit Tube Extender (67025-001) can be used. It requires a 2-inch (51 mm) diameter hole and screws onto the endpoint's threaded portion. RF performance may be reduced. Do not use Pit Tube Extender with ORION Cellular endpoints.

64394-009 INTEGRATED PIT LID HANGER INSTALL KIT

The 64394-009 Integrated Pit Lid Hanger Install Kit is designed for ORION endpoints installed below composite and plastic lids with an integrated AMR/AMI endpoint hanger.

For use with: ORION ME, SE, CE endpoints.

Installation Steps:

  1. Thread the lock nut onto the top of the ORION endpoint.
  2. Slide the endpoint into the lid bracket.
  3. Tighten the lock nut to hold the endpoint firmly in place.

Installation is complete.

Integral Endpoint Installation

ORION ME, SE, and CE endpoints are available in an integral configuration, connecting the endpoint and encoder as one assembly. This section covers mounting integral endpoints on meters and disassembling them.

Mounting an Integral Endpoint on the Meter

An integral endpoint can be installed on any Badger Meter Disc, Turbo, or Compound Series meter. Both integral configuration styles mount the same way: place the assembly onto the meter bayonet and rotate it into its locking position (Figure 43).

  1. Loosen the security screw on the endpoint encoder assembly.
  2. Mount the assembly housing on the meter bayonet.
  3. Turn the assembly clockwise 1/4 turn to lock it into place.
  4. After mounting, tighten the security screw to secure the assembly to the register.

In an HR-E LCD integral assembly, the endpoint is factory-wired to the encoder and mounted to the shroud bracket. Endpoints are available with 3-foot or 10-foot wires wrapped around the endpoint body, contained under a removable cover. The endpoint can be removed from the housing if necessary and mounted away from the encoder, or returned to the housing without damage.

Endpoint Status Tool for ORION Cellular Endpoints

This section refers to an "Endpoint Status Tool" within BEACON® Software as a Service (SaaS) for checking ORION Cellular endpoint activation status. Endpoints do not need to be provisioned in BEACON SaaS to display in this tool.
