Emergency Management Performance Grant (EMPG)

Grant Highlights

The EMPG program provides grants to states to assist state, local, territorial, and tribal governments in preparing for all hazards. It supports efforts to build and sustain all-hazards core capabilities across Prevention, Protection, Mitigation, Response, and Recovery mission areas outlined in the National Preparedness Goal.

The federal share cannot exceed 50% of the total budget. The state cost match can be cash or in-kind. The performance period is three years.

Eligibility

All 56 states and territories are eligible. Only one application per state/territory is accepted. The State Administration Agency (SAA) or State's Emergency Management Agency (EMA) is the sole entity eligible to apply to FEMA on behalf of state and local emergency management agencies. Funds must be obligated to the designated State-level EMA within 15 days of award. Local applicants should consult their SAA for specific guidance.

Funding Priorities and Allowable Costs

National priorities for FY25 include extreme weather resilience and readiness, with a focus on resilient communications. Allowable costs include equipment from the Authorized Equipment List, such as Interoperable Communications Equipment, Information Technology (e.g., notification systems, CAD, AI tools), Cybersecurity Enhancement Equipment, and Physical Security Enhancement Equipment (e.g., video surveillance, access control).

Emergency Communication investments must align with the Statewide Communication Interoperable Plan (SCIP) and coordinate with the Statewide Interoperability Coordinator (SWIC). Maintenance and Sustainment costs are allowable. Government Continuity Capabilities plans are expected. Prohibitions exist for certain telecommunication and video surveillance equipment from specific Chinese companies. "Immigration Conditions" are a new consideration. Compliance with the Build America, Buy America Act is required for infrastructure projects.

Application Deadline

SAA must submit applications by August 11, 2025. FEMA Regional EMPG Managers will review work plans. Local agencies should check with their SAA for specific deadlines.

Funds available: $274.5 Million

Port Security Grant Program (PSGP)

Funds available: $90 Million

Provides funding for port authorities, facility operators, and state/local agencies for Area Maritime Security Plans, facility security plans, and risk management. State Homeland Security Program (SHSP)

Funds available: $373.5 Million

Assists state, local, tribal, and territorial efforts to prevent, prepare for, protect against, and respond to acts of terrorism. Requires at least 35% of SHSP/UASI funds for Law Enforcement Terrorism Prevention Activities (LETPA). No cost share/match. Performance period is three years.

All 56 States, territories, and Commonwealths are eligible. The SAA is the sole applicant and must pass through at least 80% of funds to local jurisdictions.

Enduring security needs include planning, training, equipment, and exercises.
