Chapter 2: Solution Introduction
Background and Necessity
CCTV reinforcement is necessary due to regulatory changes for EV charging areas.
Ministry of Trade, Industry and Energy Korean Electrical Facility Standards Revision ('23.11.21)
When installing charging stations in underground parking lots:
- CCTV must be installed to monitor the EV charging areas. (Exception for charging outlets if specified)
- Installation is required within three floors of the underground parking lot (excluding floors without parking spaces) to facilitate fire suppression.
- Walls, pillars, ceilings, and floors of the EV charging areas must comply with fire-resistant structure standards as per Article 3 of the "Rules on Fire-Resistant Structure Standards for Buildings."
Mobile EV charging facilities cannot be installed indoors, under roofs, or on rooftops. Charging EVs using mobile EV charging equipment in these locations is prohibited.
Ministry of Land, Infrastructure and Transport / LH Apartment EV Fire Response Action Guidelines Distribution ('23.12.8)
Recommendation: Dedicated CCTV (Thermal CCTV) for EV Charging Areas
- It is appropriate to install CCTV specifically for EV charging areas.
- Installing thermal CCTV that triggers an alarm when a certain temperature is reached during charging is a good method.
- If installing additional CCTV in existing buildings is difficult, consider designating locations where existing CCTV can monitor the charging areas.
EV Charging Area Safety Facility Guide
Safety Facility Placement Guidelines:
- Install fire suppression blankets and overhead sprinklers near evacuation stairs for immediate access.
- Store safety equipment near evacuation stairs and in the fire safety room.
- Install CCTV (thermal CCTV) exclusively for EV charging areas.
- Label safety facilities with user manuals, names, quantities, and management methods.
