Are my files uploaded to manuals.plus?

No. Drag & drop and Browse loads are processed in your browser. If you load from a URL, your browser fetches that URL directly (subject to CORS).

Why does URL loading fail sometimes?

Browsers enforce CORS. The host serving the .ies must allow cross-origin requests (Access-Control-Allow-Origin).
