Three Modes, Total Control 
PC Mode provides operability with PCs and Mac computers, while GameSmart Mode controls Android devices such as the M.O.J.O. Micro-Console. And when in Mouse Mode the controller functions as a mouse control for Bluetooth-connected devices by assigning navigation to the left analog stick and action buttons.
Mad Catz Micro C.T.R.L.R Mobile and Desktop Software
PC users can customize and then assign game-specific profiles to the controller. If your game lacks HID gamepad input, compatibility is attainable by assigning keyboard and mouse commands to the controller’s buttons and sticks. The software clearly identifies each programmable area of the Micro C.T.R.L.R, and programming is very straightforward.

As long as you windows 8 machine has bluetooth on it you should be fine.
Yes. The middle button with the logo is the on and of button. It turns off when you hold it for sort time, if the controller is turned on, and the other way around.

The Amazon fire phone has an android based OS that supports Bluetooth 3.0 so ideally yes this should work. The CTRLR does come included with a phone mount.
