Executive Appointment – Director General

The Board of the Zambia Information and Communications Technology Authority (ZICTA) is pleased to announce the appointment of Eng. Choolwe Andrew Nalubamba as the Director General for ZICTA with effect from 1st March 2023.

Eng. Nalubamba is a seasoned professional with more than 23 years of experience across multiple disciplines in telecommunications and Information Technology (IT). He has led many ICT initiatives and has served as an expert resource for private and public sector institutions in Zambia and internationally.

Eng. Nalubamba worked for ZICTA from 2007 to 2016. His private sector exposure includes six years at the LuSE-listed Copperbelt Energy Corporation PLC, as its Head of Telecommunications and IT from January 2017 up to end of February 2023.

His consultancy, resource work, and accomplishments include addressing and speaking at high level engagements for the International Telecommunications Union (ITU) ?, the African Union (AU) ?, African Telecommunications Union (ATU) ?, Communications Regulators Association of Southern Africa (CRASA) ?, COMESA ?, African Top-Level Domain (AfTLD) ?, Forum for Incident Responders and Security Teams (FIRST) ?️, and AfricaCERT ?, among others.

He is a Chevening alumnus and holds an MSc in Operational Communications from Coventry University (United Kingdom) ??, a Bachelor of Engineering degree in Electronics and Telecommunications from the University of Zambia ??, and several professional certifications.

He is a member of the Engineering Institution of Zambia (EIZ) and holds a valid practicing licence from the Engineering Registration Board. He is also a member of the Institute for Electrical and Electronics Engineers (IEEE) ?.

The Board has confidence that Eng. Nalubamba has the requisite expertise and experience to lead the ZICTA Management team in achieving the national digital transformation agenda.
