Introduction
Welcome to the world of the new generation of radios. The new PRESIDENT range gives you access to top performance transceiver equipment. With the use of up-to-date technology, which guarantees unprecedented quality, your PRESIDENT WASHINGTON is a new step in personal communication and is the surest choice for the most demanding of professional radio users. To ensure that you make the most of all its capacities, we advise you to read carefully this manual before installing and using your PRESIDENT WASHINGTON.
Your PRESIDENT WASHINGTON is equipped with the APM (Automatic Power Management) system, an advanced thermal management system designed to maintain optimal performance even in variable temperature conditions. The system continuously monitors the internal temperature of your radio station. In case of temperature increase, if you have connected fans (optional), they can automatically start to cool the radio station. If necessary, the power of your station is automatically adjusted to reduce generated heat. Additionally, you can customize thermal protection settings by setting your own temperature threshold for fan activation, if desired. This combination of options ensures efficient thermal management, guaranteeing the durability and reliability of your radio station in all usage conditions.

- The use of this equipment involves the possession of a Radio Amateur license.
- Before using, be careful never to transmit without first having connected the antenna (connection "B" situated on the back panel of the equipment) or without having set the SWR (Standing Wave Ratio) ! Failure to do so may result in destruction of the power amplifier, which is not covered by the warranty.
The warranty of this transceiver is valid only in the country of purchase.
Installation
1) Where and How to Mount Your Mobile Radio
- Choose a well-ventilated place most appropriate setting from a simple and practical point of view.
- Your radio should not interfere with the driver or passengers.
- Provide for the passing and protection of different wires (e.g., power, antenna, accessory cabling) so that they do not in any way interfere with the driving of the vehicle.
- To install your equipment, use the cradle (1) and the self-tapping screws (2) provided (drilling diameter 3.2 mm). Take care not to damage the vehicle's electrical system while drilling the dash board.
- Insert the rubber joints (3) between the radio and its support as these have a shock-absorbing effect which permits gentle orientation and tightening of the set.
- Choose where to place the microphone support and remember that the microphone cord must stretch to the driver without interfering with the controls of the vehicle.
2) Antenna Installation
a) Choosing Your Antenna
- For radios, the longer the antenna, the better its results. Your dealer will be able to help you with your choice of antenna.
b) Mobile Antenna
- Must be fixed to the vehicle where there is a maximum of metallic surface (ground plane), away from windscreen mountings.
- If you already have a radio-telephone antenna installed, the transceiver antenna should be higher than this.
- There are two types of antenna: pre-regulated which should be used on a good ground plane (e.g. car roof or lid of the boot), and adjustable which offer a much larger range and can be used on a smaller ground plane (see "HOW TO ADJUST SWR", below).
- For an antenna which must be fixed by drilling, ensure good contact between the antenna and the ground plane. Lightly scratch the surface where the screw and tightening star are to be placed.
- Be careful not to pinch or flatten the coaxial cable (as this runs the risk of break down and/or short-circuiting).
- Connect the antenna (B).
c) Fixed Antenna
- A fixed antenna should be installed in as clear space as possible.
- If fixed to a mast, it may be necessary to stay it according to local laws.

3) Power Connection
- Your PRESIDENT WASHINGTON is protected against inversion of polarities. Check all connections before switching on.
- Equipment must be supplied with a continued current of 12 volts (A).
- Most cars and lorries are negative earth. Check this by ensuring the negative terminal of the battery is connected to the engine block or chassis. Consult your dealer if not.
- WARNING: Lorries generally have two batteries (24 volts). A 24/12 volt converter (type CV 24/12 PRESIDENT) may be necessary.
- Carry out connection steps with the power cable disconnected.
- Check that the battery is 12 volts.
- Locate positive (+) and negative (-) battery terminals (red/black). Use same or superior cable type if lengthening the power cable.
- Connect the power cable directly to the battery (connecting to car-radio wiring may increase interference).
- Connect the red wire (+) to the positive terminal and the black wire (-) to the negative terminal of the battery.
- Connect the power cable to your transceiver.
- WARNING: Never replace the original fuse with one of a different value.
4) Basic Operations Before First Use
- Connect the microphone.
- Check antenna connections.
- Turn on the radio by turning the VOL knob (1) clockwise.
- Turn the squelch SQ knob (2) to minimum (M).
- Adjust volume to a comfortable level.
- Go to channel 20 using the CH rotary knob (4) or UP/DN keys (19) on the microphone.
5) How to Adjust SWR (Standing Wave Ratio)
Warning: Perform this adjustment for the first time use and whenever the antenna is repositioned. Carry out in an obstacle-free area.
a) Adjustment with internal SWR-meter
See function SWR CALIBRATION page 15.
b) Adjustment with external SWR-meter (e.g. TOS-1 PRESIDENT)
- To connect the SWR meter: Connect between transceiver and antenna, as close as possible to the radio (use max 40 cm cable, type President CA 2C).
- To adjust the SWR meter:
- In AM or FM, use CH knob (4) or UP/DN keys (19) to position the device in the middle of the band. Verify values on external frequencies if possible.
- Put the SWR-meter switch to FWD (calibration).
- Press the PTT switch (18) to transmit.
- Bring the index needle to [calibration symbol] using the calibration key.
- Change switch to REF (SWR reading). Reading should be as near as possible to 1. If not, readjust antenna. (SWR reading between 1 and 1.8 is acceptable).
- Recalibrate SWR meter after each antenna adjustment.
WARNING: Use cables less than 3m for connections to avoid losses and attenuations.
Your transceiver is now ready for use.
How to Use Your Transceiver
1) ON/OFF ~ VOLUME
- Turn on: Turn VOL knob (1) clockwise. KEY BEEP function (if active) emits a beep. Radio is "on". Display briefly shows microphone type.
- Turn off: Turn VOL knob (1) counterclockwise until click sound. Radio is "off".
- Volume Adjustment: Rotate VOL knob (1) clockwise to increase, counterclockwise to decrease.
2) ASC (Automatic Squelch Control) / SQUELCH
Suppresses undesirable background noises. Does not affect sound or transmission power, but improves listening comfort.
a) ASC: AUTOMATIC SQUELCH CONTROL
- Worldwide patent, PRESIDENT exclusivity.
- Turn SQ knob (2) anti-clockwise to ASC position. [ASC symbol] appears on LCD.
- Provides continuous improvement between sensitivity and listening comfort.
- Can be disconnected by turning switch clockwise, reverting to manual squelch. [Manual squelch symbol] disappears from LCD.
b) MANUAL SQUELCH
- Turn SQ knob (2) clockwise to the point where all background noise disappears.
- Be precise; setting to maximum (fully clockwise) only receives strongest signals.
3) LCD
Displays all functions. Main bargraph shows reception and output power. Small bargraphs show Mic Gain, RF Gain, and RF Power levels.
4) CHANNEL SELECTOR ~ RF POWER
CHANNEL SELECTOR
- Turn CH rotary knob (4) to move up or down a channel. Beep sounds if KEY BEEP is active.
- See UP/DN BUTTONS ON MICROPHONE page 11.
- Display shows corresponding frequency.
- Long press (3 seconds) on button (4) enters MENU.
- Short press on button (4) validates settings in MENU.
RF POWER (combination 18 + 4)
- In TX mode, increase/decrease output power.
- Press and hold PTT switch (18).
- Press CH (4) buttons. "RF POWER" is displayed.
- Turn CH rotary knob (4) to adjust level using bargraph.
5) MODE ~ PA ~ M1
MODE (short press)
- Selects modulation mode: AM, FM, USB, LSB. Must match correspondent's mode.
- Amplitude Modulation / AM: for terrain with relief and obstacles at middle distance.
- Frequency Modulation / FM: for nearby communications on flat, open fields.
- Upper and Lower Side Band/ USB-LSB: for long-distance communications.
PA (Public Address) (long press)
- Connect an external loudspeaker to PA jack (D). Turn VOL knob (1) to adjust PA volume.
- Long press MODE key (5) to alternate between RADIO and PA mode.
- For PA mode details, consult PA SETTING menu page 14.
M1

6) MEMORY ~ CTCSS/DCS ~ M2
MEMORY (short press)
- Allows memorizing 4 channels with attributes.
- To store: Select channel and attributes. Press MEM key (6) for 1 sec. (KEY BEEP active: beep sound, "MEM" flashes). Press M1-M4 keys (5-8) for 1 sec. to memorize. "MEM" appears, selected memory number flashes. (KEY BEEP active: long beep confirms).
- To recall: Press MEM key (6) for 1 sec. (KEY BEEP active: beep sound, "MEM" flashes). Briefly press M1-M4 keys (5-8) to display selected memory. "MEM" displayed, memory number flashes.
CTCSS/DCS
- CTCSS/DCS code for CTCSS tone or DCS code. GENRE for code type (CTCSS, DCS, OFF). TYPE for TX/RX. MODE for operating mode (Id/dF).
- Consult CODE SET menu page 15. See list of codes on pages 25.
- Note: Codes only usable in FM. Each channel can have its own code.
- Press MEM key (6) for 1 sec. to activate/deactivate CTCSS/DCS.
- Activation: Stored code becomes active, "CTCSS" or "DCS" icon displayed. If no code stored in Id mode, error beep. Go to CODE SET to store code. If no code stored in dF mode (TX/RX), error beep.
- Deactivation: Long press MEM key (6) deactivates code. "CTCSS" or "DCS" disappears, deactivation beep. Code remains in memory but inactive.

7) SCAN ~ DW ~ SKIP ~ M3
SCAN (short press)
- Press SCAN/DW key (7) to activate SCAN in ascending order. "SCAN" displayed. Stops on active channel. Starts 3 seconds after transmission end/no key press.
- In SCANNING mode, turn CH knob (4) or use UP/DN keys (19) to change scan direction. (See SKIP below).
- Press PTT switch (18) or SCAN key (7) to exit SCAN.
DW (long press)
- Long press SCAN key (7) activates DW (Dual Watch). "DW" displayed. Allows watching two channels.
- Short press SCAN key (7) deactivates DW. "DW" disappears.
SKIP (long press only if SCAN activated)
- Skips a channel found by SCAN. When scan stops on unwanted channel, press and hold SCAN key (7) for 1 sec. to store in SCAN SKIP memory. Beep sounds. Channel will no longer be scanned.
- Consult SCAN SKIP menu page 14 and RESET menu page 19.

8) ANL/NB ~ HI-CUT ~ M4
ANL/NB (short press)
- Short press ANL/NB key (8) to activate/deactivate filters: ANL -> NB -> ANL+NB -> Off. Activated filter shown on display.
- ANL - Automatic Noise Limiter: Reduces background noises and reception interferences. In AM mode only.
- NB - Noise Blanker: Reduces background noise and reception interference.
HI-CUT (long press)
- Long press HI-CUT key (8) to activate/deactivate HI-CUT filter. "HI-CUT" appears when active.
- Hi-Cut: Eliminates high frequency interferences. Use according to reception conditions.

9) EMERGENCY CHANNELS ~ RF GAIN ~ MIC GAIN
EMERGENCY CHANNELS (short press)
- Press EMG key (9) to select emergency channels. First press: emergency channel 1 activated. Second press: emergency channel 2 activated. Third press: return to current channel. "EMG" appears when active.
RF GAIN (long press)
- Sets reception sensitivity. Max for long-distance calls. Decrease to avoid distortion for nearby interlocutors. Reduce gain for close communication with correspondent not using RF POWER.
- Long press RF GAIN/MIC GAIN key (9). "RF GAIN" displayed.
- Turn CH knob (4) to adjust level 01-10 or using bargraph. Normal position is maximum. RF GAIN bargraph always displayed in reception.
MIC GAIN (combination 18 + 9)
- Adjusts microphone sensitivity.
- Press and hold PTT switch (18).
- Press RF GAIN/MIC GAIN key (9). "MIC GAIN" displayed.
- Turn CH knob (4) to adjust level 01-10 or using bargraph. Normal position is maximum. MIC GAIN bargraph displayed on transmission.
10) BAND ~ CALL
BAND (short press)
- Press BAND key (9) for fast 200 kHz jump in segments A/B/C/D/E/F/G/H/I/J.
- Consult BAND NAME menu page 18.
CALL (combination 18 + 10)
- Press and hold PTT switch (18).
- Press CALL key (10) to send preset call melody. "TX" displayed.
- Consult CALL SET menu page 17. Consult MESSAGE menu page 17.
11) VOX ~ NOISE GATE ~ VOX SETTING
VOX (short press)
- Transmit by speaking into microphone (original or optional vox) without pressing PTT switch (18). Optional vox mic connected to rear panel (E) disables original mic.
- Short press VOX key (11) to activate VOX. "VOX" appears. Short press again to deactivate. "VOX" disappears.
NOISE GATE (combination 14 + 11)
- Short press F key (14). [F symbol] appears.
- Short press VOX key (11) to activate (On) or deactivate (OF) NOISE GATE. [NG symbol] displayed when active.
- Noise Gate: Prevents amplification of background noise for optimized signal levels.
VOX SETTING (long press)
- Long press VOX key (11) to enter VOX SETTING. "VOX" blinks, current setting/value displayed. Parameters: Sensitivity SET . L, Anti-vox level SET . R, Vox delay time SET . t.
- Turn CH knob (4) or use UP/DN keys (19) to modify parameter, then press F key (14) to select next, or press F key (14) then turn CH knob (4) / UP/DN keys (19) to modify.
- When done, press PTT switch (18) to store and exit. (KEY BEEP active: long beep confirms).
- If no key pressed for 10 seconds, exits VOX SETTING without saving.
- Sensitivity SET, L: Adjusts mic sensitivity for optimum transmission. Level 1 (high) to 9 (low). Default: 5.
- Anti-Vox SET. A: Disables transmission from surrounding noise. Adjustable level. OF (squelch level) and 0 (no anti-vox) to 9 (low level). Default: OF.
- Delay time SET. t: Avoids sudden transmission cut by adding delay at end of speaking. Adjustable level 1 (short) to 9 (long). Default: 1.
- VOX SETTING does not activate VOX function.
12) RX/TX (short press)
Active in USB/LSB mode. Defines CLARIFIER action.
- Press RX/TX button (12) to activate/deactivate CLARIFIER: 1- RX LED green (default), 2- TX LED red, 3- RX+TX LED orange.
13) TALKBACK ~ ECHO
TALKBACK (short press)
- Hear own modulation in internal or external speaker connected to EXT.SP jack (C).
- Short press TB key (13) to activate/deactivate TALKBACK. LED is red when active.
- See TALKBACK LEVEL page 11.
ECHO (long press)
- Long press TB (13) key to activate/deactivate ECHO. LED is green.
- Consult ECHO LEVEL and ECHO DELAY menu page 16.
14) F ~ LOCK
F (short press)
- Allows setting/validating functions (e.g., NOISE GATE page 9). Key pressed alone has no use.
- See NOISE GATE page 9.
LOCK (long press)
- Long press F (14) keys to activate/deactivate KEY LOCK. [Lock symbol] appears on display when active.
15) NRC ~ SPLIT
NRC (short press)
- Switchable filter to improve reception and transmission.
- Press NRC key (12) to activate/deactivate NRC: 1- NRC RX LED green, 2- NRC TX LED red, 3- NRC RX+TX LED orange, 4- NRC Off LED off.
- See NRC SET menu page 15.
SPLIT (combination 14 + 15)
- Transmit and receive on separate frequencies. Radio receives on current frequency, transmits on selected frequency.
- To activate: Define TX frequency offset (SPLIT menu page 16).
- Press F (14) key briefly. [F symbol] appears.
- Press NRC (12) key briefly to activate SPLIT ON or deactivate SPLIT OFF. Selected value or "SPLIT SET" flashes for 3 seconds if offset not set.
- Note: When SPLIT active: RX and TX frequency displayed. Channel and band flash on TX display.
16) CLARIFIER
Allows frequency deviation during LSB/USB reception for clearer voice. See RX/TX page 10.
17) USB CHARGING SOCKET
USB socket (17) for charging smartphones, tablets, or other devices (5V - 2.1A).
18) PTT (Push To Talk)
- Transmission key. Press to transmit message ("TX" displayed). Release to listen ("TX" disappears).
- TOT (Time Out Timer): If transmission (PTT or VOX) exceeds 3 minutes, display blinks, transmission ends. Beep sounds until PTT released.
19) UP/DN KEYS ON MICROPHONE (short press)
- Press UP/DN keys (13) on microphone to change channel. UP to increase, DN to decrease.
- See ROTARY KNOB page 7.
20) 6 PIN MICROPHONE PLUG
Plug on front panel for easier dashboard setting. See Cabling Diagram page 25.

C) FUNCTIONS WITH THE PTT SWITCH
1) TALKBACK LEVEL
- Adjusts TALKBACK volume.
- Activate TALKBACK.
- Press and hold PTT switch (18), turn CH rotary knob (4) to increase/decrease TALKBACK volume.
- Release PTT switch (18).
2) RF POWER LEVEL
- In TX mode, increase/decrease output power.
- Press and hold PTT transmit switch (18).
- Press CH key (4). "RF POWER" displayed.
- Use CH rotary selector (4) to adjust level 01-10 or using bargraph.
2) MIC GAIN LEVEL
- Adjusts microphone sensitivity.
- Press and hold PTT transmit switch (18).
- Press RF GAIN/MIC GAIN key (9). "MIC GAIN" displayed.
- Turn CH rotary knob (4) to adjust level 01-10 or using bargraph. Normal position is maximum. MIC GAIN bargraph appears on display.
Menu Operations
D) MENU
The order of 32 menus is described. The displayed menu is the last one modified. Procedure is the same for all functions:
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to modify parameter.
- Press PUSH key (4) again to validate. Parameter stops blinking. Next parameter blinks if applicable.
- If no key pressed for 10 seconds, exits MENU. [F symbol] disappears.
- Note: UP/DN keys (19) have same effect as CH rotary knob (4). PTT switch (18) validates last setting and exits MENU.
1) COLOR
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select COLOR menu.
- Press PUSH key (4) to validate. Current color blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to modify display color. Options: Orange, Green, Blue, Cyan, Yellow, Violet, Light Blue.
- Short press PUSH key (4) to validate. Return to step 1 for another menu, or press PTT key (18) to validate and exit MENU. [F symbol] disappears.
- If no key pressed for 10 seconds, exits MENU. [F symbol] disappears.
- Default COLOR is Orange.
2) DIMMER
Adjusts lighting brightness (10 steps, 0-9).
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select DIMMER menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to change dimmer value.
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
- If no key pressed for 10 seconds, exits MENU. [F symbol] disappears.
- Dimmer default value is 5.
3) TONE
Changes RX TONE (11 steps, -5 to +5).
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select TONE menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to change tone value.
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
- If no key pressed for 10 seconds, exits MENU. [F symbol] disappears.
- Tone default value is 0.
4) KEY BEEP
When active, a beep sounds when a key is pressed. "BP" appears on display when active.
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select KEY BEEP menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to activate (on) / deactivate (of).
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
- Default KEY BEEP is On.
5) ROGER BEEP
When active, [Roger Beep symbol] appears. Roger Beep sounds when PTT switch (12) is released, indicating turn to talk. Replaced "Roger" word with a beep.
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select ROGER BEEP menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to activate (1 to 6 tones) / deactivate (OF).
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
- Default ROGER BEEP is OF.
6) INDIC
Selects information to be displayed.
- In RX mode: Frequency displayed continuously.
- In TX mode: Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select INDIC menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select display function: FREQUENCY, SWR, TOT displayed alternately. Each PTT press shows voltage and selected function.
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
7) DC\TEMP
Selects information displayed right of frequency in RX/TX mode. See DC\TEMP page 13.
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select DC\TEMP menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select function: POWERSUPPLY or TEMPERATURE. These appear right of INDIC parameter.
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
8) SCAN MODE
Selects SCAN MODE.
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select SCAN MODE menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select mode CH or nE.
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
- "CH" means scans all 40 channels of active band. "nE" scans memorized and priority channels only.
- Default mode is CH.
9) SCAN TYPE
Selects SCAN TYPE.
- Long Press PUSH key (4) to enter MENU. [F symbol] displayed.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select SCAN TYPE menu.
- Press PUSH key (4) to validate. Current value blinks.
- Turn CH rotary knob (4) or use UP/DN keys (19) to select scan type " " or "t1".
- Short press PUSH key (4) to validate. Return to step 1 or press PTT key (18) to validate and exit. [F symbol] disappears.
- " " means scanning stops when busy channel is found. "t1" means scanning stops when busy channel is found and returns to scan after 5 seconds.
- Type default value is " ".
10) SCAN SKIP
Memorizes/erases a channel from SCAN SKIP memory.
- Select a channel.

Turns PRESIDENT WASHINGTON into an automatic relay point. Transmits received message on RX channel to TX channel. Message duration limited to 5 minutes. Radio locks when active. Unlock via LOCK function (page 10). Resumes configuration after power cut.
- To activate: Must be in FM mode, select RX channel, set CTCSS/DCS code (RX mandatory), activate CTCSS/DCS function, configure frequency offset (SPLIT) if needed.
