Introduction to 2023 Efficiency Standards

Effective January 1, 2023, new minimum efficiency standards are in effect for split-system air conditioners and split-system heat pumps. A revised efficiency rating test procedure, known as the "M1 Standard", also impacts these product types, as well as packaged units. These standards vary by product type and geographic region.

This guide outlines the changes to air conditioner and heat pump product lines resulting from the M1 Standard. Mini-splits, package units, and indoor equipment are not included in this guide because no changes were made to those product lines due to the 2023 regional standards.

Air Conditioners - South & Southwest

Heat Pumps manufactured in 2022 that are not compliant with 2023 Regional Standards may be installed in all regions in 2023.

A map indicates regional standards. Areas colored red represent the South & Southwest region, where specific air conditioner standards apply. Areas colored yellow represent the South region, with its own set of standards. Other regions are not detailed in this specific document excerpt but are subject to their own standards.

Testing to a Higher Standard

To comply with a new, more stringent testing protocol for reporting efficiency ratings, manufacturers are required to:

  • Re-test equipment to the new efficiency rating test requirements known as the "M1 Standard".
  • Publish equipment efficiency ratings using the new efficiency metrics of SEER2, EER2, and HSPF2.

Compared to the current test procedure, the new test procedure increases the external static pressure from 0.1-0.3 ESP to 0.5 ESP to better reflect field conditions. For heat pumps, a more representative heating load line will also be implemented. Since the new testing requirements are more stringent, in 2023, there will be new metrics and nomenclature: SEER2, EER2, and HSPF2.
