According to §1.1307(b)(3) and KDB 447498 D04 Interim General RF Exposure Guidance v01, the system must operate in a manner that the public is not exposed to radio frequency energy levels exceeding the maximum permissible exposure limits.
The available maximum time-averaged power is no more than 1mW, regardless of separation distance.
The available maximum time-averaged power or effective radiated power (ERP), whichever is greater, is less than or equal to the threshold Pth (mW). Pth is determined by ERP20 cm and separation distance 'd'. For d ≤ 20 cm, Pth (mW) is proportional to d; for 20 cm < d ≤ 40 cm, Pth (mW) equals ERP20 cm. The value of ERP20 cm (mW) depends on the frequency 'f' in GHz, with specific formulas for different frequency ranges. The variable 'd' represents the separation distance in centimeters.
The minimum separation distance (R in meters) from a nearby person for a given frequency (f in MHz) must ensure the ERP (watts) does not exceed the calculated value. R must be at least λ/2π, where λ is the free-space operating wavelength in meters. Specific threshold ERP values based on frequency and R are provided in the table below.

The available maximum time-averaged power of each source must be no more than 1 mW, with a separation distance of two centimeters between any radiating structure and any other radiating structure in the same device. An exception applies if the sum of multiple sources is less than 1 mW during the time-averaging period, allowing them to be treated as a single source without separation requirements.
For fixed or multiple mobile/portable RF sources operating in the same time-averaging period, the sum of the fractional contributions to the applicable thresholds must be less than or equal to 1, as indicated by the following equation: Σ (Pi / Pth,i) + Σ (ERPj / ERPth,j) + Σ (Evaluatedk / Exposure Limitk) ≤ 1
