Background and Analysis of Homologation Request
In response to the homologation request for the Huawei EchoLife ONT HG8145V5 Fixed Network GPON Terminal, we provide the following information:
1. Background
1.1. The National Frequency Allocation Plan (PNAF), specifically Addendum VII (Decree N°35257-MINAET), establishes the use of free frequency bands.
1.2. PNAF Addendum VII, Article 20, requires a homologation procedure for terminal equipment before SUTEL prior to the utilization of free frequency bands.
1.3. Resolution RCS-154-2018, approved on May 3, 2018, outlines the procedure for requesting homologation of devices operating in free use bands.
1.4. On June 19, 2019, Huawei Technologies Costa Rica, S.A submitted the homologation request for the Huawei EchoLife ONT HG8145V5 Fixed Network GPON Terminal.
2. Analysis of the Homologation Request
2.1. The definition of free use frequency bands, as per PNAF Addendum VII, includes:
- Technologies like OFDM, FSK, and others in the following bands:
- 2400 MHz to 2500 MHz
- 5150 MHz to 5350 MHz
- 5470 MHz to 5875 MHz
2.2. The maximum permitted power for these frequency bands must comply with the following table, as per PNAF Addendum VII:

Note: PIRE or EIRP refers to the Equivalent Isotropic Radiated Power, considering the radiating system and the equipment.
2.3. According to the provided documentation, the Huawei EchoLife ONT HG8145V5 operates with the following technical specifications:

(**) Maximum output power (PIRE) is calculated from the ETSI certificate (Registration number: RT 601299390001) and the antenna gain shown in the documentation, corresponding to 4.1 dBi.
2.4. The technical data indicates that the equipment's transmitters comply with ETSI EN 300 328 V2.1.1 and EN 300 893 V2.1.1 (Registration number: RT 601299390001), ensuring that power thresholds are not exceeded.
2.5. Based on the provided technical specifications and international certification, the Huawei EchoLife ONT HG8145V5 Fixed Network GPON Terminal operates in free use frequency bands and complies with general operating conditions.
2.6. SUTEL has verified that the applicant's information meets the homologation requirements and confirmed that the device's operation aligns with the operating conditions, frequency segments, and thresholds established in the PNAF. As all requirements in Addendum VII of the PNAF and Resolution RCS-154-2018 are met, the device is hereby approved for national use and registered accordingly.
Conditions and Obligations Subject to Homologation Certificate
3.1. Based on PNAF Addendum VII and Resolution RCS-154-2018, the applicant is subject to the following conditions and obligations:
- The issued certificate is not a license; it is an authorization for the use of free frequency bands, subject to the operating conditions defined herein and in PNAF Addendum VII.
- The Huawei EchoLife ONT HG8145V5 device must not cause interference or affect telecommunication networks and services.
- Operation of the homologated device does not grant the right to protection against harmful interference from other systems; it must possess immunity to interference from similar emissions using conventional modulation methods.
- The homologated equipment must not operate under conditions contrary to the PNAF.
- The homologated device must function in accordance with the technical sheets provided by the applicant.
- Compliance with the frequency segments and thresholds defined in the PNAF for free use bands must be ensured.
3.2. In case of non-compliance with the established conditions and obligations, SUTEL will proceed with the revocation of the homologation certificate, as per Resolution RCS-154-2018.
Additional Note
4.1. This official letter annuls and replaces in its entirety the previous letter 05595-SUTEL-DGC-2019 dated June 24, 2019, which incorrectly stated the hardware version of the device.
