3. Setup
- Shuffle the Deck: Thoroughly shuffle all 111 cards together.
- Deal Starting Hands: Deal 5 cards to each player. Players should keep their hands secret from opponents.

4. Playing the Game
4.1 Game Objective
The goal of Monopoly Deal FIFA World Cup 2026 Edition is to be the first player to collect three complete Player Sets of different colors.
4.2 Turn Structure
On your turn, follow these steps:
- Draw 2 Cards: Take the top two cards from the Draw Pile. If the Draw Pile is empty, shuffle the Discard Pile to create a new Draw Pile.
- Play up to 3 Cards: You may play up to three cards from your hand. You can play cards in three ways:
- Place Money in Your Bank: Place Money Cards or Action Cards face up into your Bank pile. These cards are used to pay other players.
- Lay Down Player Cards: Place Player Cards face up into your Player Sets area. You are trying to collect complete sets of players (e.g., Goalkeeper, Defender, Midfielder, Forward).
- Play Action Cards: Play Action Cards from your hand to the Action Pile to perform their stated actions.
- Discard (if necessary): At the end of your turn, if you have more than 7 cards in your hand, discard excess cards to the Discard Pile until you have 7 cards.

4.3.2 Action Cards
Action Cards allow you to interact with other players, steal cards, earn goals, and gain advantages. They are played to the Action Pile and their effects are resolved immediately.
- Free Kick: Earn a free kick.
- Goal!: Score a goal.
- Red Card: Cancel an action card played against you.
- Hat Trick: Collect 5 points from any opponent.
- Counterattack: Gain an edge over opponents.
- Player Transfer: Steal a player card from an opponent.
- Lift the Trophy: Place on a complete player set that has a WIN A MEDAL card to collect 4 extra points for that set.
- Match Winner: Use this card as part of any player set.

4.3.3 Money Cards

5. Winning the Game
The first player to successfully collect three complete Player Sets of different colors in their Player Sets area wins the game. A complete set means having all the required Player Cards for that specific color, as indicated on the cards themselves.
