2. Safety Information
Warning: To avoid electric shock or personal injury, and to prevent damage to the meter or the equipment under test, observe the following safety guidelines:
- Always ensure the meter is in good working condition before use. Inspect the casing for cracks or damage.
- Do not apply more than the rated voltage, as marked on the meter, between the terminals or between any terminal and earth ground. The maximum voltage for this device is 600V.
- Use extreme caution when working with voltages above 30V AC RMS, 42V peak, or 60V DC. Such voltages pose a shock hazard.
- Do not use the meter if the battery cover is not properly closed.
- Remove test leads from the meter before opening the battery cover.
- Do not operate the meter in explosive gas, vapor, or dusty environments.
- Always use the proper function and range for measurements.
- Before measuring current with the clamp, ensure the circuit is de-energized if possible, and isolate the conductor.
- When performing NCV detection, be aware that the absence of a warning does not guarantee the absence of voltage.

- Current Clamp Head: Used for non-contact AC/DC current measurement.
- NCV Sensing Area: Detects non-contact voltage.

4. Setup
4.1 Battery Installation
The ST213 Digital Clamp Meter requires two AAA batteries (not included) for operation.
- Ensure the meter is powered off.
- Locate the battery compartment on the back of the meter.
- Use a screwdriver to open the battery compartment cover.
- Insert two AAA batteries, observing the correct polarity (+ and -) as indicated inside the compartment.
- Replace the battery compartment cover and secure it with the screw.
A low battery indicator will appear on the display when the batteries need replacement.
5. Operating Instructions
5.1 Power On/Off and Function Selection
- To power on the meter, long press the SEL button.
- To power off the meter, long press the SEL button again.
- The meter features automatic function and range selection. To switch between specific functions within a mode (e.g., AC Voltage to DC Voltage if not auto-detected), short press the SEL button.
5.2 AC/DC Voltage Measurement

- Insert the red test lead into the VΩHz input jack and the black test lead into the COM input jack.
- Power on the meter. It will automatically enter voltage measurement mode.
- Connect the test leads in parallel to the circuit or component you wish to measure.
- Read the voltage value on the display. The meter will automatically detect AC or DC voltage.
5.3 AC/DC Current Measurement (Clamp Function)

- Power on the meter.
- Press the SEL button to cycle through functions until the current measurement mode (A) is selected. For DC current, you may need to press SEL to switch to DC current gear.
- For DC current measurement, short press the REL NCV key to clear the DC current reading to zero before clamping. Ensure the pliers are not close to the wire under test during this step.
- Open the clamp jaw by pressing the trigger.
- Enclose only one conductor of the circuit within the clamp jaw. Ensure the jaw is fully closed.
- Read the current value on the display.
Note: The clamp meter measures current inductively, so it must enclose a single conductor. Measuring multiple conductors carrying current in opposite directions will result in a zero reading.
5.4 Resistance, Continuity, Diode, and Capacitance Measurement
- Insert the red test lead into the VΩHz input jack and the black test lead into the COM input jack.
- Power on the meter.
- Press the SEL button to cycle through functions until the desired mode (Resistance Ω, Continuity ))), Diode →|, or Capacitance -||-) is selected.
- Connect the test leads across the component to be measured. For resistance and capacitance, ensure the circuit is de-energized and capacitors are discharged before testing.
- Read the value on the display. For continuity, a beep indicates a continuous circuit.
5.5 Non-Contact Voltage (NCV) Detection

- Power on the meter.
- Long press the REL NCV button to enter NCV mode. The display will show "EF".
- Move the NCV sensing area (top of the clamp jaw) close to the conductor or outlet you want to test for AC voltage.
- If AC voltage is detected, the indicator light will flash, and the meter will beep, with the display showing signal strength bars.
- Long press REL NCV again to exit NCV mode.
5.6 Flashlight and Data Hold Function

- Flashlight: Long press the flashlight button (often combined with Data Hold) to turn the flashlight on or off. This is useful for illuminating dark work areas.
- Data Hold: During any measurement, short press the flashlight/data hold button to freeze the current reading on the display. Press it again to release the hold and resume live readings.
6. Maintenance
6.1 Cleaning
Wipe the case with a damp cloth and mild detergent. Do not use abrasives or solvents. Keep the input terminals free of dirt and moisture.
6.2 Battery Replacement
When the low battery indicator appears on the display, replace the batteries promptly to ensure accurate readings. Refer to Section 4.1 for battery installation instructions.
6.3 Storage
If the meter is not used for an extended period, remove the batteries to prevent leakage and damage. Store the meter in a dry, cool environment, away from direct sunlight and extreme temperatures.
