3. Setup
Follow these steps to prepare Heimlich & Co. for play:
- Place the Game Board: Unfold and place the game board in the center of the playing area.
- Prepare Agent Pieces: Insert each of the 7 Secret Agent Playing Pieces into their respective plastic stands.
- Assign Identities: Each player secretly receives one Secret Agent Passport Card. This card reveals your hidden identity for the game. Keep this card concealed from other players.
- Place Agents on Board: Place all 7 Secret Agent Playing Pieces on the starting spaces of the game board as indicated in the rules or by player count.
- Place the Safe: Place the Safe Playing Piece on its designated starting building.
- Scoring Tokens: Distribute the 7 Scoring Tokens to the players, matching them to their secret agent identities. These tokens will be used to track points.
- Prepare Cards: Shuffle the deck of 33 cards (including Top Secret cards) and place them face down in a designated area on the board.
- Determine First Player: The player who most recently visited a foreign country goes first, or choose randomly.

4. Gameplay (Operating Instructions)
Heimlich & Co. is played over a series of rounds, with players taking turns to move agents and gather information. The goal is to score points for your secret agent while trying to uncover the identities of others.
4.1 Player Turn
On your turn, perform the following actions:
- Roll the Die: Roll the single die to determine the number of spaces an agent can move.
- Move an Agent: You may choose to move any of the 7 Secret Agent Playing Pieces on the board. You are not restricted to moving only your own secret agent. Move the chosen agent the exact number of spaces indicated by the die roll. Agents move along the numbered path.
- Land on a Building with the Safe: If an agent lands on a building space that currently contains the Safe Playing Piece, a scoring phase is triggered.
- Collect Information: Throughout the game, players will gather information to deduce the identities of other players. This is crucial for strategic movement and scoring.

5. Scoring
Scoring occurs when an agent lands on the building occupied by the Safe. When this happens:
- All agents currently on the board score points equal to the number of the building they occupy.
- Players secretly record these points for their own agent using their Scoring Tokens.
- After scoring, the Safe Playing Piece is moved to a new, unoccupied building space.
The game continues until a predetermined number of scoring rounds have occurred, or until a specific point threshold is reached. The player whose secret agent has accumulated the most points wins the game.
