- Distribute the starting City Money to each player as specified in the game's quick-start guide (not detailed here, refer to the physical guide for exact amounts).
- Each player receives three buildings of each color (red, blue, yellow, grey). These represent houses, businesses, community buildings, and skyscrapers.
- Shuffle the Zoning Permit, Mystery Gift, and Visitor Center cards separately and place them face down on their designated spaces on the gameboard.
- Determine the first player. This can be done by rolling the dice, with the highest roll starting first.
4. Operating (Gameplay)
4.1. Game Objective
The primary objective is to be the first player to successfully build four skyscrapers on your properties.
4.2. Player Turn
On your turn, you can perform certain actions before rolling the dice. These actions are crucial for strategy and building your city:
- Buy Buildings: If you own all properties in a color set, you can buy buildings (houses, businesses, community buildings) and place them on your properties. Buildings are placed on the designated spots next to the property space on the board.
- Build Skyscrapers: Once you have built the maximum number of smaller buildings on all properties in a color set, you can build a skyscraper. Skyscrapers are placed on top of the existing buildings, signifying the completion of a property set.
- Raise Money: You can mortgage properties to raise money if needed.
- Trade Property: Engage in trades with other players to acquire properties you need or to get rid of properties you don't want.
After performing any desired actions, roll both dice and move your token clockwise around the board the corresponding number of spaces. Follow the instructions on the space you land on.
4.3. Building Types
There are three types of small buildings in the game: Houses (red), Businesses (blue), and Community Buildings (yellow). The only difference is their color and shape. You can only build on properties you own, and only after you own all properties in a color set. Skyscapers (grey) are built on top of these small buildings and lead to winning the game.
- ■ Houses: Basic residential units.
- ■ Businesses: Commercial properties.
- ■ Community Buildings: Public service structures.
- ■ Skyscrapers: The ultimate goal, built on top of a full set of smaller buildings.
4.4. Winning the Game
The game ends when a player successfully builds their fourth skyscraper. That player is declared the winner.
