- Separate Cards: Shuffle the Magic Mirror cards and place them face down on their designated space on the board. Do the same for the Sorcerer's Hat cards.
- Banker Selection: Each player rolls one die. The player with the highest roll becomes the Banker. The Banker is responsible for the bank's money, houses, and castles. The Banker may also play, but must keep their personal funds separate from the bank's.
- Starting Money: Each player receives a starting amount of Wishes from the Banker. Refer to the quick-start guide included in the box for specific amounts.
- Choose Game Pieces: Each player selects one of the 8 collectible Disney game pieces and places it on the "GO" space.
- Houses and Castles: Place the Mickey's Toontown Houses and Disney Castles near the board, ready for purchase.

Operating Instructions (How to Play)
The objective of Disney Theme Park Monopoly is to be the last player remaining with money, by bankrupting all other players. Players move around the board, buying and developing properties, and collecting rent from opponents.
- Starting the Game: The player to the left of the Banker starts the game. Play proceeds clockwise.
- Player's Turn: On your turn, roll both dice and move your game piece clockwise around the board the number of spaces indicated by the dice.
- Landing on a Space:
- Unowned Attraction: You may buy the Attraction Deed from the Bank for the price printed on the board. If you choose not to buy it, the Banker immediately auctions it to the highest bidder.
- Owned Attraction: Pay rent to the owner according to the Deed Card. Rent increases with Mickey's Toontown Houses and Disney Castles.
- Magic Mirror or Sorcerer's Hat: Draw the top card from the respective pile and follow its instructions.
- Go: Pass or land on "GO" to collect 200 Wishes from the Bank.
- Go to Jail: Move your piece directly to the "In Jail" space. You do not collect 200 Wishes if passing "GO".
- Free Parking: No action required.
- Taxes: Pay the specified amount to the Bank.
- Doubles: If you roll doubles, take your turn as usual, then roll again. If you roll doubles three times in a row, you immediately go to Jail.
- Building: Once you own all attractions in a color group, you can buy Mickey's Toontown Houses and Disney Castles from the Bank to place on those properties. You must build evenly across the color group.
- Selling Properties: You can sell undeveloped properties back to the Bank for half their purchase price. Houses and Castles must be sold evenly across the color group before selling properties.
- Mortgaging: You can mortgage properties to the Bank for the amount printed on the back of the Deed Card. Mortgaged properties do not collect rent.
- Bankruptcy: If you owe more money than you can pay, even by selling all your properties and buildings, you are bankrupt and out of the game.
- Winning the Game: The last player remaining in the game wins.
