2. Safety Information and Warnings

2.1 Regulations and Safety Warnings

This equipment complies with Part 15 of FCC Rules. Any modifications not expressly approved by the party responsible for compliance could void the user's authority to operate the equipment.

2.2 RF Exposure Compliance and Control Guidelines

To control your exposure and ensure compliance with occupational/controlled environmental exposure limits, adhere to the following:

  • Do not remove the RF Exposure Label from the device.
  • User awareness instructions should accompany the device when transferred to other users.
  • Do not use this device if operational requirements are not met.

Operating Instructions for RF Exposure:

  • Transmit no more than 50% of the time. Press the Push-to-Talk (PTT) key to transmit; release to receive.
  • Keep the radio unit at least 2.5cm away from your face.
  • When worn on the body, always place the radio in an approved holder, holster, case, or body harness.
  • Use only approved antennas, batteries, and accessories.

2.3 Precautions for Portable Terminals

Operating Prohibitions:

  • Do not operate in locations with fuels, chemicals, explosive atmospheres, or other flammable/explosive materials.
  • Do not operate near any blasting area.
  • Do not operate near medical or electronic equipment vulnerable to RF signals.
  • Do not hold the product while driving.
  • Do not operate in areas where wireless communication equipment is prohibited.

Important Tips:

  • Do not use unauthorized or damaged accessories.
  • Keep the product at least 2.5 centimeters away from your body during transmission.
  • Avoid prolonged high-volume reception.
  • Do not place the product over or in the air bag deployment area in vehicles with airbags.
  • Keep the product and its accessories out of reach of children and pets.
  • Operate within the specified temperature range.
  • Continuous transmission may lead to heat accumulation; allow for cooling.
  • Handle the product with care.
  • Do not disassemble, modify, or repair the product or its accessories without authorization.

2.4 Precautions for Batteries

Charging Prohibitions:

  • Do not charge or replace your battery in locations with fuels, chemicals, explosive atmospheres, or other flammable/explosive materials.
  • Do not charge a wet battery; dry it with a soft, clean cloth first.
  • Do not charge a battery suffering deformation, leakage, or overheat.
  • Do not charge with an unauthorized charger.
  • Do not charge in a location with strong radiation.
  • Avoid overcharging, as it may shorten battery life.

5. Product Overview (Physical)

Familiarize yourself with the physical components and controls of your AR-39 radio.

Key Components:

  1. Antenna: For transmitting and receiving signals.
  2. PTT Key: Push-to-Talk button for transmission.
  3. Accessory Jack: For connecting external speaker/microphone.
  4. Color LCD: 2.0" TFT large screen display.
  5. MENU Key: Accesses the main menu.
  6. P1-VFO/MR Mode Key: Switches between VFO (Frequency) and MR (Channel) modes.
  7. Numeric Keypad: For frequency input, channel selection, and menu navigation.
  8. Channel Knob: For channel selection.
  9. Power/Volume Knob: Turns the radio on/off and adjusts volume.
  10. RX_TX Status LED: Indicates receiving (green) or transmitting (red) status.

6. Setup and Installation

6.1 Battery Information and Charging

The Li-ion battery pack is not charged at the factory. Please charge it before first use. For best performance, fully charge/discharge the battery two or three times.

How to Charge:

  1. Plug the AC adaptor into an AC outlet.
  2. Connect the AC adaptor cable to the DC jack on the back of the charger. The indicator light will blink orange.
  3. Place the battery or the radio (with battery installed) into the charger. Ensure good contact with charging terminals. The indicator light will turn red, indicating charging has begun.
  4. Charging typically takes 2-5 hours. The indicator light turns green when charging is complete.

Using the Type-C USB Charger:

The Type-C USB port allows for convenient charging. Make sure the radio is turned OFF when charging via Type-C. An empty battery will fully charge in approximately 4 hours.

6.2 Installation of Accessories

Installing/Removing the Antenna:

  • Installing: Screw the antenna clockwise into the connector on top of the transceiver until secure.
  • Removing: Turn the antenna counter-clockwise to remove it.

Installing the Battery Pack:

  1. Ensure the radio is OFF.
  2. Align the battery parallel with the radio body, about 1-2cm below the edge.
  3. Slide the battery upward along the guide-rails until it clicks into place.

Removing the Battery Pack:

Press the battery release above the battery pack and slide the battery downward.

Installing the Additional Speaker/Microphone (Optional):

Pry open the rubber MIC-Headset jack cover and insert the Speaker/Microphone plug into the double jack. The accessory jack supports standard 2.5mm and 3.5mm plugs.

7. Operating Instructions

7.1 Basic Operations

Power On/Off the Radio:

  • Power On: Rotate the Volume/Power knob clockwise until you hear a "click". The display will show a message or flash, then display a frequency or channel.
  • Power Off: Rotate the Volume/Power knob counter-clockwise until you hear a "click".

Adjusting the Volume:

Rotate the Volume/Power knob clockwise to increase volume, and counter-clockwise to decrease volume.

Main Band/Sub Band Switch:

Press the [P2] key to switch between the A (upper) and B (lower) displays. The selected display becomes the active listening and transmit frequency/channel.

VFO/Channel Switch:

Press the [P1] key to switch between Frequency (VFO) Mode and Memory (MR) (Channel) Mode. VFO mode is useful for experimentation, while MR mode is practical for everyday use with pre-programmed channels.

Frequency (VFO) Mode:

In VFO mode, navigate frequencies using the Up/Down navigation keys or by direct input on the numeric keypad. Example: To enter 436.61250 MHz on display A, press [P1] to VFO mode, then enter [4][3][6][6][1][2][5][0] on the keypad.

WARNING: Transmitting on unauthorized frequencies is illegal. Always verify authorization with your local regulatory body.

Channel (MR) Mode and Channel Selection:

In MR mode, select channels using the Up/Down navigation keys, the channel knob, or by direct input of channel numbers on the keypad.

Select a Zone:

The radio supports up to 10 zones, each with a maximum of 64 channels. To select a zone, go to Menu > Zone, then use navigation keys to select and confirm.

Making a Call:

  • Channel Mode Call: Select a channel, then hold down the [PTT] key to transmit. Speak into the microphone. The red LED will be on.
  • Frequency Mode Call: Switch to frequency mode, input the desired frequency, then hold down the [PTT] key to transmit.
  • Receive a Call: Release the [PTT] key to receive. The green LED will be on.

Note: For optimal reception, keep the microphone 2.5 cm to 5 cm from your mouth during transmission.

Emergency Alert:

Press the pre-programmed [SOS] key to activate the emergency alert function. Press it again to exit. This feature should only be used in actual emergencies.

FM Radio (FM):

To turn on/off the FM radio, assign the FM Radio function to a programmable key (SK1/SK2) via the radio Menu (Radio Settings). The frequency range for FM radio is 65-108MHz.

Wireless Copy Frequency:

Press the MENU button to enter the “FQSCAN” interface. Press MENU again, and the AR-39 will search for another radio's transmission frequency and privacy code. Finally, press MENU to store the frequency. This allows two walkie-talkies to communicate without traditional manual frequency writing.

NOAA Weather/Weather Alert:

Your radio has a NOAA Weather Radio function to receive weather reports. It can also scan 10 NOAA Weather Radio channels. To enter NOAA scan reception mode, press and hold the '0' key. Use navigation keys to select a channel or press '#' to cycle through channels. Channels with strong signals will remain on for broadcast reception.

7.2 Advanced Features

Scanner:

The radio features a built-in scanner for VHF and UHF bands. In VFO mode, it scans in steps according to your set frequency step. In Channel (MR) mode, it scans your programmed channels. To enable the scanner, press and hold the '#' key for about two seconds.

DTMF Function:

DTMF (Dual-Tone Multi-Frequency) is an in-band signaling method used for automation systems and remote control. The AR-39 has full DTMF implementation. To send DTMF codes, press the corresponding key(s) while holding down the PTT key.

Dual Watch:

The radio features Dual Watch functionality, allowing you to monitor two channels simultaneously. This can be enabled/disabled via the main menu (Radio Settings > Dual Watch).

Manual Programming (Channels Memory):

Memory channels allow you to store commonly used frequencies for easy retrieval. The manual provides detailed steps for programming repeater offsets with CTCSS tones and simplex channels. For full details, refer to the PDF user manual.

9. Troubleshooting Guide

If you encounter issues with your BAOFENG AR-39, refer to the table below for common phenomena, their analysis, and potential solutions.

  • PC Programming: For advanced frequency programming and customization, consider using a programming cable with PC software. This allows for precise control over authorized frequencies, bandwidth, and power settings.
  • Microphone Distance: To ensure the best reception volume and clarity, maintain a distance of 2.5 cm to 5 cm between the microphone and your mouth during transmission.
  • Battery Storage: When storing the battery for extended periods, ensure it is approximately 80% discharged and kept in a cool, dry environment away from direct sunlight or heat sources.
  • Keypad Lock: Utilize the keypad lock feature to prevent accidental key presses, especially during outdoor activities or when carrying the radio.
  • Wireless Copy: Take advantage of the wireless copy frequency feature for quick and easy setup when communicating with other compatible radios, avoiding manual frequency entry.
