1. Introduction

Thank you for purchasing this product. The BaoFeng UV-13 PRO V1/V2 is a dual-band, dual-display, and dual-watch walkie-talkie designed for secure, instant, and reliable communications. Please read this manual carefully before use to ensure maximum performance from your radio.

1.1 Regulations and Safety Warnings

WARNING!

  • European Users: Operation in Transmit mode requires a valid Amateur Radio License. Failure to comply may be unlawful and liable for prosecution. Refer to the “EU” specification guide 2014/53/EU.
  • Programming: When programming, first read the factory software data, then rewrite with your frequency. Use a programming cable with a PC. Programming must comply with FCC (or EU other country) license certification.
  • RF Energy Exposure: Read the RF Energy Exposure and Product Safety Guide for safe usage and compliance.
  • PMR446, FRS, GMRS, MURS: Using this transceiver on these bands may be illegal due to restrictions.
  • Do not operate in locations with fuels, chemicals, explosive atmospheres.
  • Do not operate near blasting areas or medical/electronic equipment vulnerable to RF signals.
  • Do not hold the product while driving.
  • Do not operate where wireless communication is prohibited.
  • Do not use with a damaged antenna.
  • Do not transmit without an antenna.
  • Keep the radio dry. Rainwater or dampness can corrode electronic circuits.
  • If the radio emits a peculiar smell or smoke, immediately shut off power and remove the charger or battery.

Operation is subject to two conditions: (1) this device may not cause harmful interference, and (2) this device must accept any interference, including interference that may cause undesired operation. Hand-Held Operation (Held-to-Face)

For typical hand-held operations, hold the radio 1 inch (2.5 cm) from the user's face to comply with FCC RF exposure requirements.

Body-Worn Operation

This device was evaluated for body-worn operations with the supplied belt-clip accessory. Use of other accessories not approved by the manufacturer should be avoided as they might not comply with FCC RF exposure guidelines.

1.2 Important Tips

  • Do not use unauthorized or damaged accessories.
  • Keep the product at least 2.5 centimeters away from your body during transmission.
  • Do not keep the product receiving at high volume for a long time.
  • For vehicles with an airbag, do not place the product over the airbag or in the airbag deployment area.
  • Keep the product and its accessories out of reach of children and pets.
  • Operate the product within the specified temperature range.
  • Continuous transmission for a long time may lead to heat accumulation. Allow it to cool.
  • Handle the product with care.
  • Do not disassemble, modify, or repair the product and its accessories without authorization.

3. Package Contents

The package should contain the following items:

  • 1 x Portable Radio
  • 1 x Antenna
  • 1 x Li-ion Battery Pack
  • 1 x Belt Clip
  • 1 x Sling
  • 1 x User's Manual (English version, paper and electronic)
  • 1 x Fast Desktop Charger (with US Power Adapter, EU Plug by default for certain regions)

If any item is missing or damaged, please contact your dealer.

4. Installation of Accessories

4.1 Installing / Removing the Antenna

  • Installing: Screw the antenna into the connector on the top of the transceiver. Hold the antenna at its base and turn clockwise until secure.
  • Removing: Turn the antenna counter-clockwise to remove it.

4.2 Installing the Belt Clip

  • At the back of the radio, locate the two parallel screws above the battery. Remove these screws.
  • Thread the screws through the holes on the belt clip and screw them back into the radio body.
  • Removing: Unscrew counter-clockwise to remove the belt clip.

4.3 Installing the Battery Pack

Before attaching or removing the battery, ensure your radio is turned off by rotating the power/volume knob counter-clockwise until it clicks.

  • Align the battery in parallel with the radio body, with the lower edge of the battery about 1-2cm below the edge of the radio.
  • Once aligned with the guide-rails, slide the battery upward until you hear a click, indicating it's locked in place.

4.4 Removing the Battery Pack

To remove the battery, press the battery release above the battery pack while sliding the battery downward.

4.5 Installing the Additional Speaker/Microphone (Optional)

Pry open the rubber MIC-Headset jack cover and insert the Speaker / Microphone plug into the double jack.

5. Charging the Battery

5.1 Charging the Battery Pack

The Li-ion battery pack is not charged at the factory; please charge it before first use. For optimal performance, fully charge/discharge the battery two or three times after purchase or extended storage.

5.2 Charger Supplied

Use only the specified charger. Other chargers may cause explosion or personal injury. Charge the battery when the radio displays low battery with a voice prompt.

5.3 Use Caution with the Li-ion Battery

  • Do not short the battery terminals or throw the battery into a fire. Do not remove the casing from the battery pack.
  • Charge the battery between 5°C and 40°C (40°F - 105°F). Charging outside this range may not fully charge the battery.
  • Turn off the radio before inserting it into the charger.
  • Do not remove the battery or unplug the power cord during charging until the green light is on.

5.4 How to Charge

  1. Plug the AC adaptor into an AC outlet, then plug the cable into the DC jack on the back of the charger. The indicator light blinks orange, ready to charge.
  2. Plug the battery or the radio into the charger. Ensure good contact. The indicator light turns red.
  3. A full charge takes approximately 2-5 hours. When the lamp lights green, charging is complete. Remove the battery or radio unit.

Note: If the radio is powered on during charging, the indicator may not turn green to show full charge. The radio consumes energy when on, preventing the charger from detecting the correct battery voltage. For normal operation, charge with the radio switched off.

NOTE: Trouble means battery too warm, battery short-circuited or charger short-circuited.

5.6 How to Store the Battery

  • Store the battery at 80% discharged.
  • Keep it in a low temperature and dry environment, away from hot places and direct sunlight.
  • Do not short circuit the battery terminals.
  • Do not store the battery in unsafe surroundings, as a short may cause an explosion.

5.7 Using the Type-C USB Charger

The micro-USB charger allows convenient charging of your Li-ion battery pack.

  1. Make sure your radio is turned OFF.
  2. Plug the Type-C USB cable into the Type-C charging port on your battery. Connect the other end to a wall power outlet.
  3. An empty battery will be fully charged in approximately 4 hours.
  4. The battery meter on the LCD will indicate charging.

Note: It is recommended to power OFF your radio while charging. If powered on, you may not be able to transmit if the battery is completely empty. Allow the battery to charge to 1 bar before attempting to transmit. For optimal battery life, remove the radio from the charger within 6 hours.

6.3 Status Indications

7. Basic Operations

7.1 Power On/Off

  • Power On: Rotate the Volume/Power knob clockwise until you hear a "click". The display will show a message or flash the LCD, followed by a frequency or channel. A voice prompt will announce "frequency mode" or "channel mode" if enabled.
  • Power Off: Rotate the Volume/Power knob counter-clockwise until you hear a "click".

7.2 Adjusting the Volume

  • Increase Volume: Turn the Volume/Power knob clockwise.
  • Decrease Volume: Turn the Volume/Power knob counter-clockwise.

7.3 Main Band/Sub Band Select

In standby mode, press the [MENU] key to switch between A (upper) and B (lower) displays. The selected display's frequency or channel becomes active for listening and transmitting. To save frequencies to channel memory, you must be on the A display.

7.4 VFO/Channel Switch

Press and hold the [MENU] key to switch between VFO (Frequency) and Channel (MR) display modes.

  • In Channel mode (MR), the channel number is displayed on the right.
  • In Frequency mode (VFO), 'VFO' is displayed on the right.

7.5 Frequency (VFO) Mode

In VFO mode, navigate up and down the band using the ▲ or ▼ keys, or input frequencies directly using the numeric keypad. Example: To enter 436.61250 MHz on display A:

  1. In standby mode, press and hold [MENU] to switch to VFO mode.
  2. Enter [4][3][6][6][1][2][5][0] on the numeric keypad.

7.6 Channel (MR) Mode and Channel Selection

There are two modes of operation: Frequency (VFO) mode and Channel (MR) mode. For everyday use, Channel (MR) mode is more practical.

  • Operation 1: Press the ▲ or ▼ navigation key to select the channel.
  • Operation 2: Input the channel numbers by the keyboard (e.g., [0][1][2] for channel 12).

When voice prompt is enabled, the channel will be broadcast by voice.

7.7 Making a Call

Note: Press the [EXIT] key to switch the main channel if two channels are shown. In standby mode, press and hold [MENU] to switch between VFO and MR mode.

  • Channel Mode Call: Select a channel, then hold down the [PTT] key to initiate a call. Speak into the microphone with a normal tone. The red LED is on during transmission.
  • Frequency Mode Call: Press and hold [MENU] to switch to frequency mode, input the working frequency, then press and hold the [PTT] key to transmit. The red LED is on during transmission.
  • Receive a Call: Release the [PTT] key. The green LED is on when receiving a call.

Note: For best reception, keep the microphone 2.5 cm to 5 cm from your mouth during transmission.

7.8 Using the Flashlight

The radio has a high-intensity LED flashlight.

  • Press [SK2] key once to turn it on continuously (Always On mode).
  • Press [SK2] key again to activate the Strobe Light (emergency mode).
  • Press [SK2] key a third time to turn off the light.

7.9 Emergency Alert

To activate the emergency alert function, press and hold the [SK1] key for 3 seconds. The radio will emit a loud siren and the flashlight will flash. Press [SK1] again (short press) to exit. WARNING: Use only in actual emergencies.

7.10 FM Radio (FM)

The radio can receive FM broadcasts from 65-108MHz. Press [MENU] to switch between 65-75 MHz and 76-108 MHz bands.

  1. In frequency or channel mode, press [SK1] to turn on the radio.
  2. Select the desired frequency with ▲ or ▼ keys, or input directly. Press #z to automatically search for a station.
  3. Press [SK1] to exit FM radio.

Note: If a signal is received on the active frequency/channel while listening to FM, the radio will switch to that frequency/channel for normal transmitting/receiving. It will return to FM mode when the signal disappears.

7.11 Monitor

In standby, press and hold the [SK2] key to enter Monitor mode. This allows you to hear weak signals or matched carriers without signaling. Release [SK2] to return to standby. If no signal is present, it will emit noise.

7.12 Keypad Lock

The keypad lock disables all keys except the three side keys. To enable/disable, press and hold the * key for about two seconds. The keypad can also be set to lock automatically after ten seconds via the menu.

7.13 Frequency Reversal

A short momentary press of the * key enables the reverse function, swapping transmit and receive frequencies. An 'R' icon will appear on the screen.

7.14 TX Repeaters Tone

Press [PTT] + [SK2] key to send a 1750Hz repeater tone. This is useful for communications through repeaters. This function works even with keypad lock enabled.

7.15 One Touch Frequency Search

  1. The radio acts as a receiver. Press and hold the [EXIT] key; "SEARCH SEEK..." will display.
  2. If a strong, stable signal is received, the frequency will be displayed. CTCSS or DCS values will also be shown if present.
  3. Press the [MENU] key to save the Search frequency and CTCSS or DCS to a channel.

Note: During frequency search, press the #z key to switch between UHF or VHF bands.

7.16 Weather Radio/Scan Weather Channel

The radio has a NOAA Weather Radio function to receive weather reports and a NOAA Weather Scan function to scan all 10 NOAA Weather channels.

  1. To turn on NOAA Weather Scan, press and hold the [OsQL] key for 3 seconds. The icon will appear, and the radio will enter Weather band mode.
  2. Press and hold the #z key for 3 seconds to start automatic scanning of all 10 channels. It will stop on active channels. Pressing and holding #z again will stop the scan.
  3. After stopping the scan, you can manually select weather channels with ▲ or ▼ keys.
  4. To exit Weather Radio broadcast mode, press the [EXIT] key or [PTT] key.

NOTE: Weather Channels Wx 1 Thru 10 are receive-only channels for NOAA and Canadian weather broadcasts. You cannot transmit on these channels.

8. Advanced Features

8.1 Working the Menu System

For a complete reference on available menu items and parameters, see Appendix B in the full user manual. If your radio is set to Memory (MR) mode, certain menu items (STEP, TXP, W/N, CTCSS, DCS, S-CODE, PTT-ID, BCL, SFT-D, OFFSET, MEM-CH) will not take effect.

Basic Menu Use

  1. Press the [MENU] key to enter the menu.
  2. Use the ▲ / ▼ keys to navigate between menu items.
  3. Once you find the desired menu item, press [MENU] again to select it.
  4. Use the ▲ / ▼ keys to select the desired parameter.
  5. To confirm your selection, press [MENU]. To cancel, press [EXIT].
  6. To exit the menu at any time, press the [EXIT] key.

Using Menu Shortcuts

Every menu item has a numerical value for direct access. The ten most common functions are at the top.

  1. Press the [MENU] key to enter the menu.
  2. Use the numerical keypad to enter the number of the menu item.
  3. Press the [MENU] key to enter the item.
  4. For parameters, use arrow keys or numerical keypad for short-cut code.
  5. To confirm, press [MENU]. To cancel, press [EXIT].
  6. To exit, press [EXIT].

8.2 Scanning

The radio features a built-in scanner for VHF and UHF bands. In VFO mode, it scans in steps. In Channel (MR) mode, it scans channels. Dual Watch is inhibited during scanning.

To enable the scanner, press and hold the #z key for about two seconds. Press and hold #z again to exit scanning mode.

Scanning Modes

The scanner is configurable to Time (TO), Carrier (CO), or Search (SE) operation.

  1. Press [MENU] to enter the menu.
  2. Enter 2 1 on the numeric keypad for scanner mode.
  3. Press [MENU] to select.
  4. Use ▲ / ▼ keys to select scanning mode.
  5. Press [MENU] to confirm and save.
  6. Press [EXIT] to exit.
  • Time Operation (TO): Scanner stops on a signal, then resumes after a preset time.
  • Carrier Operation (CO): Scanner stops on a signal, then resumes after the signal disappears.
  • Search Operation (SE): Scanner stops on a signal. You must press and hold the #z key to resume scanning.

Frequency Scanning

In frequency mode, press #z key for more than 2 seconds to start scanning. Use ▲ / ▼ keys to change direction. Press #z to stop.

Channel Scanning

In channels mode, press #z key for more than 2 seconds to start scanning. Use ▲ / ▼ keys to change direction. Press #z to stop.

Scan CTCSS / Scan DCS

These functions allow scanning for frequencies with CTCSS or DCS tones enabled. They cannot be activated in Channel mode and only start when the receiving band detects a signal.

8.3 Manual Programming (Channels Memory)

The radio features 999 memory channels. Each channel can store receive/transmit frequencies, power, signaling, bandwidth, ANI/PTT-ID settings, and a six-character alphanumeric identifier.

Frequency Mode vs. Channel Mode

In standby mode, press and hold the [MENU] key to switch between VFO (temporary frequency assignment) and MR (preprogrammed channels) modes.

8.4 Repeaters Programming

This section assumes you know your repeater's transmit/receive frequencies and are authorized to use them.

  1. Press and hold [MENU] to set the radio to VFO mode.
  2. Use the numeric keypad to enter the repeater's output (your receiving) frequency.
  3. Press [MENU] to enter the menu.
  4. Enter [2][9] for frequency offset. Press [MENU] to select.
  5. Use the numerical keypad to enter the specified frequency offset.
  6. Press [MENU] to confirm and save.
  7. Enter [2][8] for offset direction.
  8. Use ▲ / ▼ keys to select + (positive) or - (negative) offset.
  9. Press [MENU] to confirm and save.

8.5 VOX (Voice Operated Transmit)

This function allows hands-free conversations. Speak into the microphone to activate transmission. In standby mode, press [MENU] + 7. Use ▲ / ▼ keys to turn VOX ON/OFF or select the VOX level (1-10). Level 1 is least sensitive, 9 is most sensitive. VOX is not enabled in Scan or FM Radio mode.

8.6 Dual Watch

The radio features Dual Watch functionality (single receiver) to monitor two channels. In standby mode, press [MENU] + 7. Use ▲ / ▼ keys to enable/disable. Press [MENU] to confirm.

8.7 Stopwatch Timer

In standby mode, press [MENU] + 44. The screen displays “STOP WATCH”. Press [MENU] to enter the function. Use ▲ / ▼ keys to enable (ON) the function, then press [MENU] to confirm. To start counting, press [MENU]. To exit, stop counting then press [EXIT].

8.8 Scrambler

The scrambler protects communications by voice inversion. In standby mode, press [MENU] + 45. Use ▲ / ▼ keys to select scramble mode (MODE1 to MODE3). The "SCR" icon will appear on the display.

8.9 DTMF (Dual-Tone Multi-Frequency)

DTMF is an in-band signaling method used for automation systems and remote control, common in amateur radio repeaters. The radio has full DTMF implementation. To send DTMF codes, press the corresponding key(s) while holding down the PTT key. This works even with keypad lock enabled.

8.10 Customization

The radio allows customization of visual and audible features.

  • Display Backlight (ABR) - MENU 7: Set always on or delay time (5/10/15/20 seconds).
  • Beep Prompt (BEEP) - MENU 8: Enable/disable key press beep tone.
  • Voice Function (VOICE) - MENU 17: Enable/disable voice prompts.
  • Language of the MENU (LANGUAGE) - MENU 18: Set menu language (English/Chinese).
  • Working Mode (MDF-A) - MENU 24: Select display mode (Channel, Channel Name, Frequency).
  • Roger Beep (ROGER) - MENU 36: Enable/disable end-of-transmission tone.
  • Power On Message (POWER ON MSG) - MENU 40: Customize welcome message (Voltage, Message, Logo, Model Name).
  • Power On Password (POWER ON PWD) - MENU 43: Enable password requirement at power-on.

8.11 Reset - MENU 42

Two reset modes are available:

  • Reset VFO: Resets all settings except channels to default.
  • Reset ALL: Resets all settings to default.

To perform a reset, press [MENU] + 42, select VFO or ALL, then confirm with [MENU]. The radio will turn off and reboot.

11. User Tips

  • Communication with other walkie-talkies: This radio can communicate with any brand of walkie-talkie as long as the operating frequency is the same.
  • Programming Software: To program the radio via PC, you will need a 2-pin programming cable and the UV-13 PRO Programming Software. Ensure your computer's antivirus software is temporarily disabled during the process.
  • Long-Range Communication: In open areas (rural, suburbs, seaside), the radio can achieve 3-10km range. In cities or towns, expect 2-5km. Actual distance depends on environmental obstructions.

  • Do not attempt to open the radio for any reason!
