1. Introduction

This device is a dual-band, dual-display, and dual-watch radio designed for efficient and reliable communication. The UV-13 PRO series is available in M and L versions. The M version supports AM108-136, Police350-390 MHz scanning reception, and voice scrambling. The L version does not support AM108-136, Police350-390 MHz scanning reception or voice scrambling functions.

2. Safety Warnings and Regulations

2.1 General Warnings

  • Do not operate the product in locations containing fuels, chemicals, explosive atmospheres, or other flammable/explosive materials.
  • Do not operate the product near or in any blasting area.
  • Avoid operating near medical or electronic equipment vulnerable to RF signals.
  • Do not hold the product while driving.
  • Do not operate where wireless communication equipment is prohibited.
  • Do not use unauthorized or damaged accessories.
  • Keep the product at least 2.5 centimeters away from your body during transmission.
  • Avoid prolonged reception at high volume.

The battery level indicator (🔋) shows when the battery is depleted. A "Low Voltage" announcement will be heard if voice prompts are enabled, indicating it's time to charge or replace the battery.

5. Setup and Installation

5.1 Charging the Battery

The Li-ion battery pack is not fully charged at the factory. For optimal performance, fully charge and discharge the battery two or three times before regular use.

How to Charge:

  1. Plug the AC adaptor into a wall outlet, then connect its cable to the DC jack on the back of the charger. The indicator light will blink orange.
  2. Place the battery or the radio (with battery installed) into the charger. Ensure good contact with charging terminals. The indicator light will turn red.
  3. A full charge takes approximately 2-5 hours. The lamp turns green when charging is complete.
  4. When charging via the Type-C USB port, ensure the radio is OFF. Connect the Type-C USB cable to the port on the battery and the other end to a power source (e.g., wall adapter, PC, power bank). An empty battery will fully charge in about 4 hours. The battery meter on the LCD will indicate charging.

Note: It is recommended to power OFF the radio while charging. If powered on, the charger may not detect the correct battery voltage, and the indicator may not turn green when fully charged. For optimal battery life, remove the radio from the charger within 6 hours.

5.2 Installing/Removing the Antenna

  • Installing: Screw the antenna into the connector on top of the transceiver. Hold the antenna at its base and turn clockwise until secure.
  • Removing: Turn the antenna counter-clockwise to remove.

5.3 Installing/Removing the Belt Clip

  • Installing: Remove the two parallel screws above the battery on the back of the radio. Thread them through the belt clip holes and screw them back into the radio body.
  • Removing: Unscrew the belt clip counter-clockwise.

5.4 Installing/Removing the Battery Pack

Ensure the radio is turned off by rotating the power/volume knob fully counter-clockwise before installing or removing the battery.

  • Installing: Align the battery in parallel with the radio body, with its lower edge about 1-2cm below the radio's edge. Slide the battery upward along the guide-rails until it clicks into place.
  • Removing: Press the battery release latch (above the battery pack) and slide the battery downward.

5.5 Installing Additional Speaker/Microphone (Optional)

Pry open the rubber MIC-Headset jack cover and insert the Speaker/Microphone plug into the double jack.

6. Operation

6.1 Basic Operations

Power On/Off:

  • To Turn On: Rotate the Power/Volume knob clockwise until you hear a "click". The display will show a message or flash, then display a frequency or channel. If Voice prompt is enabled, it will announce "frequency mode" or "channel mode".
  • To Turn Off: Rotate the Power/Volume knob counter-clockwise until you hear a "click".

Adjusting Volume:

  • To Increase: Turn the Power/Volume knob clockwise.
  • To Decrease: Turn the Power/Volume knob counter-clockwise.

Main Band/Sub Band Select:

In standby mode, press the [MENU] key to switch between A (upper) and B (lower) displays. The selected display becomes the active listening and transmit frequency/channel.

VFO/Channel Switch:

Press and hold the [MENU] key to switch between VFO (Frequency) and Channel (MR) display modes.

  • In Channel (MR) mode, the channel number is displayed.
  • In Frequency (VFO) mode, 'VFO' is displayed.

Frequency (VFO) Mode:

Navigate frequencies using the ▲/▼ keys or directly input frequencies via the numeric keypad. Example: To enter 436.61250 MHz on display A:

  1. In standby, press and hold [MENU] to switch to VFO mode.
  2. Enter [4][3][6][6][1][2][5][0] on the numeric keypad.

Channel (MR) Mode:

Used for selecting preprogrammed channels. Navigate using ▲/▼ keys or input channel numbers directly (e.g., [0][1][2] for channel 12).

Making a Call:

  • Channel Mode Call: Select a channel, then hold [PTT] to transmit. Speak into the microphone. Red LED indicates transmission.
  • Frequency Mode Call: Switch to frequency mode, input desired frequency, then hold [PTT] to transmit. Red LED indicates transmission.
  • Receiving a Call: Release [PTT]. Green LED indicates reception.

Note: For best reception volume, keep the microphone 2.5 cm to 5 cm from your mouth during transmission.

Using the Flashlight:

Press [SK2] momentarily to turn on the high-intensity LED flashlight. Press again for strobe mode, and a third time to turn off.

Emergency Alert:

Press and hold [SK1] for 3 seconds to activate the alarm (loud siren and flashing flashlight). Press [SK1] again to turn off. Use only in genuine emergencies.

FM Radio (FM):

Listen to FM radio (65-108 MHz).

  1. In frequency or channel mode, press [SK1] to turn on the radio.
  2. Select frequency with ▲/▼ keys or input directly. Press [#z] to auto-search.
  3. Press [SK1] to exit FM radio.

Note: The radio will automatically switch to active frequency/channel mode if a signal is received, then return to FM radio when the signal disappears.

Monitor:

Press and hold [SK2] to open the squelch and listen to weak signals. Release [SK2] to return to standby.

Keypad Lock:

Press and hold [*] for about 2 seconds to lock/unlock the keypad. This prevents accidental key presses.

Frequency Reversal:

A short press of [*] enables the reverse function, swapping transmit and receive frequencies. An 'R' icon will appear on the screen.

TX Repeaters Tone:

Press [PTT] + [SK2] to send a 1750Hz repeater tone. This works even with keypad lock enabled.

One-Touch Frequency Search:

Press and hold [EXIT] to start searching for active frequencies. The radio will display the received frequency and any CTCSS/DCS values. Press [MENU] to save the found frequency to a channel.

Weather Radio/Scan Weather Channel (NOAA):

The radio can receive NOAA weather reports.

  1. To turn on NOAA Weather Scan, press and hold [0sQL] for 3 seconds. A cloud icon will appear.
  2. Press and hold [#z] for 3 seconds to start automatic scanning of all 10 NOAA channels. Press again to stop.
  3. Manually select channels with ▲/▼ keys.
  4. Exit Weather Radio mode by pressing [EXIT] or [PTT].

Note: NOAA channels are receive-only; transmission is not possible.

6.2 Advanced Features

Menu System:

Access various settings and parameters through the menu. In Memory (MR) mode, certain menu items (STEP, TXP, W/N, CTCSS, DCS, S-CODE, PTT-ID, BCL, SFT-D, OFFSET, MEM-CH) will not take effect.

  • Basic Use: Press [MENU] to enter, use ▲/▼ to navigate, press [MENU] to select, and [EXIT] to exit.
  • Shortcuts: Each menu item has a numerical value for direct access (e.g., [MENU] + [number]).

Scanning:

The radio features a built-in scanner for VHF and UHF bands. In VFO mode, it scans in steps; in MR mode, it scans channels.

  • Enable/Disable: Press and hold [#z] for about 2 seconds.
  • Scanning Modes:
    • Time Operation (TO): Scanner stops on a signal, then resumes after a preset time.
    • Carrier Operation (CO): Scanner stops on a signal, then resumes after a preset time with no signal.
    • Search Operation (SE): Scanner stops on a signal and remains stopped until manually resumed.
  • Frequency Scanning: In frequency mode, press [#z] for >2 seconds. Change direction with ▲/▼.
  • Channel Scanning: In channel mode, press [#z] for >2 seconds. Change direction with ▲/▼.
  • Scan CTCSS/DCS: In standby, use [MENU] [1][4] for CTCSS or [MENU] [1][5] for DCS. Press [MENU] to start scanning. (Not active in Channel mode; starts only when a signal is detected).

Manual Programming (Channels Memory):

Store commonly used frequencies in up to 999 memory channels. Each channel can hold RX/TX frequencies, power, signaling, bandwidth, and a 6-character name.

Repeaters Programming:

To program repeater offsets and tones:

  1. Press and hold [MENU] to set to VFO mode.
  2. Enter the repeater's output (receiving) frequency.
  3. Press [MENU], then [2][9] for frequency offset. Enter the offset.
  4. Press [MENU], then [2][8] for offset direction (+/-).
  5. Optionally, set CTCSS tones (see menu for details).
  6. Save to memory (see Manual Programming section).

VOX (Voice Operated Transmit):

Enables hands-free communication. Speak into the microphone to activate transmission. Access via [MENU] + 7. Adjust VOX level (1-10) for sensitivity (1=least, 10=most). VOX is not enabled in Scan or FM Radio mode.

Dual Watch:

Monitor two channels simultaneously. Access via [MENU] + 7. Enable/disable with ▲/▼ keys.

Stopwatch Timer:

Access via [MENU] + 44. Press [MENU] to start/restart counting. Press [EXIT] to exit.

Scrambler:

Protects communications by voice inversion. Access via [MENU] + 45. Select scramble mode (MODE1-MODE3). 'SCR' icon appears when active.

DTMF (Dual-Tone Multi-Frequency):

Used for automation and remote control (e.g., activating repeaters). Input DTMF codes via numeric keypad while holding PTT. The A, B, C, D codes are on [MENU], ▲, ▼, and [EXIT] keys respectively.

Customization:

Personalize radio settings:

  • Display Backlight (ABR - MENU 7): Adjust illumination time (ON/5/10/15/20 seconds).
  • Beep Prompt (BEEP - MENU 8): Enable/disable key press tones.
  • Voice Function (VOICE - MENU 17): Enable/disable voice prompts.
  • Language (LANGUAGE - MENU 18): Set menu language (English/Chinese).
  • Working Mode (MDF-A - MENU 24): Switch between Frequency (FREQ), Channel (CH), or Channel Name (NAME) display modes.
  • Roger Beep (ROGER - MENU 36): Enable/disable end-of-transmission tone.
  • Power On Message (POWER ON MSG - MENU 40): Customize welcome message (VOLTAGE, MESSAGE, LOGO, MODEL NAME).
  • Power On Password (POWER ON PWD - MENU 43): Set a password required to turn on the radio.

Reset (MENU 42):

Two reset modes:

  • Reset VFO: Resets all settings except channels to default.
  • Reset ALL: Resets all settings to default.

7. Maintenance

7.1 Battery Maintenance

  • Clean charging connector regularly with a clean, dry cloth.
  • Charge battery between 5°C and 40°C to avoid reduced life or leakage.
  • Turn off the radio when charging the battery attached to it for a full charge.
  • Do not remove the battery or unplug the power cord during charging.
  • Overcharging can shorten battery life.

7.2 Radio Maintenance

  • Do not attempt to open the radio; it requires specialized equipment for repair. Unauthorized opening voids warranty.
  • Do not store the radio in direct sunlight or hot areas.
  • Avoid dusty and dirty areas.
  • Do not store the radio in damp environments.

7.3 Transportation Instructions

  • Damaged batteries must not be transported.
  • Separate batteries from metal parts or each other if transporting multiple batteries to avoid short circuits.
  • The radio must be switched off and secured against accidental activation if the battery is attached during transport.

  • Programming Software: When programming the radio via computer, use CHIRP software and select "5RM" as the model, as the programming software is universal for similar Baofeng models.
  • Water Resistance: The IP45 rating means the radio is splash-proof, not fully waterproof. Avoid submerging it or exposing it to heavy rain.
  • Communication Range: Expect a communication range of 3-10 km in open, unobstructed areas (e.g., rural, seaside). In urban environments with buildings, the range typically reduces to 2-5 km.
  • Antenna: The antenna is removable and can be replaced if needed.
  • USB-C Charging: The radio supports standard USB-C charging, so you can use a compatible smartphone USB-C cable if the provided one is unavailable.
  • Quantity: The standard package includes one (1) portable radio.
