Verizon Wavelength Services Solution+

1. GENERAL

Verizon's Wavelength Services Solution+ provides high-speed dedicated bandwidth connectivity between two Customer-designated endpoints, subject to availability.

1.1 Service Definition

Provides high-speed dedicated bandwidth connectivity between two Customer-designated endpoints.

1.1.1 Platform

These terms apply to optimized Wavelength Services Solution+, Private Carriage, and Interstate only services.

1.2 Standard Service Features

1.2.1 Optical Circuit

In its standard configuration, Verizon provides Wavelength Services Solution+ with an optical circuit via a 2-fiber handoff, using industry-standard intra-office interfaces.

1.2.4 Customer Service and Support

Verizon provides Tier 1 Help Desk support by telephone 24 hours a day, 7 days a week.

1.2.5 Geographic Configuration

Verizon assigns a geographic type to the service based on the customer's A and Z end locations:

1.3 Optional Service Features

Verizon offers the following optional features:

1.3.1 Protected Access

This option is available for type 1 on-net access circuits where supported by the network. It provides a working and a protect channel with 1+1 Automatic Protection Switching. The objective is to protect against outages due to single electronics module failures. Switching time is typically less than 50 ms. Switching is typically non-revertive.

1.3.2 Mandatory Route

Restricts the long-haul route a circuit can take by requiring it to pass through identified locations for the specific service. For Wavelength Services Solution+ with IXC Transport, Verizon will maintain the IXC routing for the term of the service.

1.3.3 Round Trip Delay SLA

Provides a maximum Round Trip Delay (RTD) service level agreement (SLA) metric for the term of the circuit. Qualifying circuits must be wholly provisioned by Verizon.

1.3.4 Mesh Restoration

For national geo types in the domestic U.S., traffic is provisioned over the Verizon Optical Transport Network (OTN) mesh. Failures of network side electronics or DWDM transport are typically survived. The mesh restoration algorithm automatically switches traffic to spare links. Restoration time is typically less than 300 ms. Switching is typically non-revertive.

1.3.5 Corridor Service

Verizon may extend metro service beyond LATA boundaries at its discretion where the network supports it.

1.3.6 Route Diversity

Two circuits with specified routing are selected as a mated pair. Routing is maintained for the term of the service. Diversity between the pair depends on the specific routes selected. Module level equipment diversity is provided. Verizon periodically checks circuit routing and will use commercially reasonable efforts to restore special routing if jeopardized. If restoration is not possible within 60 days, the customer may disconnect without early termination liability.

1.3.7 Local Route Diversity

Similar to Route Diversity but specified at the metro POP to metro POP level. Two circuits are selected as a mated pair and routing is maintained. Verizon periodically checks circuit routing and will use commercially reasonable efforts to restore special routing if jeopardized. If restoration is not possible within 60 days, the customer may disconnect without early termination liability.

1.3.8 Proactive Notification

A supplemental value-added feature providing proactive notification to customers enrolled in the feature, where available, at no additional charge. Customers must enroll by contacting their Verizon account representative and provide an email address for notifications. Automated email notification of trouble ticket creation is targeted within 15 minutes.

1.3.9 1+1 Protected IXC Transport

Provides a working and a protect channel on different IXC routes. Automatic protection switching selects traffic from the working channel until a failure occurs. Switching time is typically less than 50 ms. Protection guards against fiber outage or electronics module failures. If diverse routing is jeopardized, Verizon will make commercially reasonable efforts to restore it. If restoration fails within 60 days, the customer may disconnect without early termination liability. IXC protection is independent of access protection.

1.3.10 Equipment and Fiber Access Protection

Provides a working and a protect channel on different access fiber routes. Automatic protection switching selects traffic from the working channel until a failure occurs. Switching is non-revertive, typically less than 50 ms. Protection guards against fiber outage or electronics module failures for on-net access circuits in national service. If diverse routing is jeopardized, Verizon will make commercially reasonable efforts to restore it. If restoration fails within 60 days, the customer may disconnect without early termination liability.

1.3.11 Equipment and Fiber Protection

Provides a working and a protect channel on different metro fiber routes. Automatic protection switching selects traffic from the working channel until a failure occurs. Switching is non-revertive, typically less than 50 ms. Protection guards against fiber outage or electronics module failures for metro service with on-net locations. If diverse routing is jeopardized, Verizon will make commercially reasonable efforts to restore it. If restoration fails within 60 days, the customer may disconnect without early termination liability.

1.3.12 Metro Geo Diversity

Provides a mated pair relationship between two Verizon Wavelength Services provisioned on two metro routes that do not share any common intermediate POPs. Routing is fixed for the term of the service. Verizon periodically checks circuit routing and will make commercially reasonable efforts to restore special routing if jeopardized. If restoration fails within 60 days, the customer may disconnect without early termination liability.

1.3.13 IXC Geo Diversity

Provides a mated pair relationship between two Verizon Wavelength Services provisioned on two long haul routes that do not share any POPs and their on-net access routes also do not share common intermediate POPs, except for POPs terminating both services. Routing is fixed for the term of the service. Verizon periodically checks circuit routing and will make commercially reasonable efforts to restore special routing if jeopardized. If restoration fails within 60 days, the customer may disconnect without early termination liability.

1.3.14 Protected Metro Service via Electronic Network Protection

Customer traffic for a single circuit is bridged to a dedicated working and a dedicated protect channel. 1+1 Automatic Protection Switching allows automatic switching upon electronics module failures. The objective is to protect against outages due to single electronics module failures in the metro circuit. Switching time is typically less than 50 ms. Switching is typically non-revertive.

1.3.15 Private Network

Customer specifies locations where Verizon-owned DWDM equipment is installed and maintained, dedicated to the customer, serving as infrastructure for customer-ordered Appearances (circuits) between Private Network Nodes. Private networks can be metro or national. Nodes are interconnected with dedicated fiber links or virtually on Ultra Long Haul DWDM routes. Performance is measured on each Appearance's SLA metrics for circuit availability and time to repair. Supported speeds are 1 Gbps, 10 Gbps, 100 Gbps, and 400 Gbps.

1.3.16 Private Network Nodes

Private network nodes can be configured as single degree ROADMs or ROADMs with two to five degrees to support customer-specified topologies. ROADMs use Dense Wavelength Division Multiplexing (DWDM) to combine up to forty-two wavelengths of up to 400 Gbps each.

1.3.17 Private Network Appearances

Circuits provisioned on customer-specified paths between two private nodes. Paths are fixed and stipulated at the POP level. Appearances can be provisioned at 1 Gbps, 10 Gbps, 100 Gbps, or 400 Gbps speeds. They can be metro or national. National appearances require private nodes at IXC POPs to access Ultra Long Haul transport. Appearances can be ordered as un-protected or 1+1 protected, using diversely routed working and protect channels. Automatic protection switching time is typically less than 50 ms. Protected appearances assume the protected dual path service level class metric for circuit availability.

1.3.18 Metro Appearance with End Link

Circuits provisioned to terminate on a private node on one end and an on-net or off-net site in the same metro market via the shared network on the other end. Available as unprotected only. Can be provisioned using various protocol handoffs and speeds.

1.4 Customer Responsibilities

1.4.1 Customer-Provided Access

If Customer provides local Access, they will connect it to the Customer-provided patch panel (a Verizon-designated interconnection point) and to Customer's end-user equipment. Customer will also provide a CFA.

1.4.2 Installation

Unless otherwise provided by Verizon under a separate Service Attachment, Customer will provide support for installation activities, including site surveys, testing, and activation. This includes providing space and power for Verizon terminating equipment, all facilities and internal cabling to connect the Customer's Site to the Demarcation of the Wavelength Services Solution circuit, and notifying Verizon of any risk factors on the Customer's Site that may affect installation.

1.4.3 Entry to Customer Site

Where Verizon requires entry to a Customer Site for providing service, Customer shall grant or procure the grant of rights of entry, including necessary licenses, waivers, and consents, and respond promptly to Verizon's notice requiring Customer action for facility changes at a mutually convenient time within 30 days.

2. SUPPLEMENTAL TERMS

2.1 Special Construction

If third-party special construction services are needed, Verizon will notify the Customer of any associated charges. If Customer does not accept these charges, they may terminate the affected order(s) subject to payment of any third-party provider cancellation charges incurred by Verizon.

2.2 Mandatory Route Requirements

In the event of a network outage, Verizon may unilaterally reroute affected circuits without regard to Mandatory Route routing. Once the outage is resolved, Verizon will restore the route to meet the original Mandatory Route locations. If network grooming impacts a Mandatory Route, Verizon will work with the Customer to determine a new Mandatory Route. If not possible, Customer may terminate the circuit without any termination fee within 60 days.

2.3 Rerouting

Verizon reserves the right to reroute Wavelength circuits at its discretion, without affecting its obligation to route through Mandatory Route locations.

2.4 Customer Obligations and Limitations regarding Connecting Facilities

If Customer requests Wavelength Services Solution+ provisioned with facilities used by another Customer (Hosting Customer), the requesting Customer must provide a valid letter of agency (“LOA”) and a customer facility assignment (“CFA”). If the Hosting Customer's service ends, the LOA/CFA is revoked, and Wavelength Services may be interrupted or terminated without notice. Verizon is not liable for such interruptions but will credit Customer for affected service charges.

2.5 Third Party Vendor Charges for Cross-Connection and Extended Wiring

Customer is responsible for providing all facilities and internal cabling to connect their site to the Demarcation of the Wavelength Service Solution circuit. In instances where a third-party data center/facility owner permits only third-party installation of a cross-connection, Verizon will pay the third party for the connection, and Customer will be billed by Verizon. Customer is responsible for any early termination charges associated with cross-connects. Verizon cannot order Third Party Cross-Connections where the terminating Demarcation is not controlled or owned by Verizon, or where a carrier agreement prevents it.

4. FINANCIAL TERMS

4.1 Rates and Charges

Customer will pay charges specified in the Agreement, including Administrative Charges. Details are available at: www.verizon.com/business/service_guide/reg/applicable_charges_toc.htm. Charges are in U.S. dollars.

4.2 Administrative Charges

The table below details specific NRC (Non-Recurring Charge) for the Local Access portion of Wavelength Services Solution+.

4.3 Cancellation/Expedite

Cancellation of Order charges do not apply if the Customer reinstates the same Service Order within 30 days of the request to discontinue processing. Expedite charges apply in addition to Cancellation of Order charges if the Customer cancels an order before installation.

4.4 Access Speed Changes

Speed changes on existing Access circuits are supported by Verizon only in specific limited circumstances. Otherwise, a new order is required to obtain alternative speeds, which involves terminating the existing service and incurring early termination charges if applicable. Customer is responsible for any third-party charges incurred by Verizon for speed changes or termination.

4.5 Access Moves

Customer-requested moves to a new location will be quoted on an individual case basis and may require termination of the existing circuit and installation of a new one, potentially incurring early termination charges and third-party charges.

4.6 Expedited Installation

If Customer requests expedited installation, an Expedite charge will be assessed per circuit. For Local Access, additional charges apply for revisions to the Service Order prior to installation completion due to Customer actions, such as being unavailable for scheduled installation or requesting changes.

5. United States – Intrastate or Interstate Service

Access in the U.S. Mainland is considered Interstate for regulatory jurisdiction if more than 10% of the total traffic is Internet traffic or if traffic begins and ends in different states. If more than 90% of the traffic begins and ends in the same state and is not Internet traffic, it may be ordered as Intrastate. When ordering Intrastate Wavelength, the customer must certify that the traffic will be Intrastate, that the certification is correct, and that they will notify Verizon within 30 days if the certification is no longer true.

Private Carriage ServiceA service provided to Customer on an individual basis, with rates, terms, and conditions subject to negotiation. Verizon reserves the right not to sell if satisfactory negotiation cannot be reached.
Protocol SpecificA circuit whose customer interface is specific to a standards-based data communication protocol (e.g., IEEE 802.3 Ethernet or ITU-T G.709 Optical Transport Network standard) and bit range (e.g., 10 Gb/s).
Point to Point ServiceFull-time data transmission service utilizing the Company's facilities to connect two or more Customer-designated locations.
Transparent Synchronous FrameA SONET OC-n customer interface with transparent transport of the customer's D bytes and K bytes in the SONET line overhead. It is protocol specific as either a SONET OC-n or a Synchronous Digital Hierarchy STM-n.
Wait to Restore TimerA configurable option where after an outage is repaired, the protection switching algorithm requires a minimum length of time with alarm-free operation before reverting traffic back to the home route, designed to avoid switching into intermittent channels.
DemarcationThe point where the access circuit is delivered. For jointly used office buildings, it is often a common entrance point for telecommunication providers.
