3. Setup
- Shuffle the Deck: Thoroughly shuffle the 55 game cards.
- Deal Cards: Deal an equal number of cards to each player. The number of cards dealt per player depends on the number of players. For example, with 4 players, each might receive 13 cards.
- Determine First Dealer: The player who most recently ate a chili pepper (or chosen by any other agreed-upon method) becomes the first dealer. The dealer shuffles and deals the cards.
- Prepare for Penalties: Ensure the Pili penalty tokens (or a designated area for them) are accessible to all players.
4. How to Play
PILI PILI is played over several rounds. Each round consists of a betting phase, a trick-taking phase, and a scoring phase.
4.1. Betting Phase
At the beginning of each round, after cards are dealt, each player secretly assesses their hand and predicts the number of tricks they believe they will win. Players then simultaneously reveal their bets (e.g., using fingers, tokens, or a written note). The goal is to make an accurate prediction.

4.2. Trick-Taking Phase
The player to the left of the dealer leads the first trick by playing any card from their hand. Players must follow suit if possible. If a player cannot follow suit, they may play any other card. The highest card played in the leading suit wins the trick. If a Joker is played, it typically wins the trick unless specific mission cards modify its effect. The player who wins the trick leads the next one.

- Unsuccessful Bet: If a player wins more or fewer tricks than they bet, they receive Pili penalty tokens. The number of Pili tokens received is typically equal to the difference between their bet and the actual tricks won. For example, if a player bet 2 tricks but won 4, they receive 2 Pili tokens. If they bet 2 tricks but won 0, they also receive 2 Pili tokens.
The goal is to minimize Pili penalties throughout the game.

6. Game End
The game ends immediately when any player accumulates 7 Pili penalty tokens. The player with the fewest Pili penalty tokens at that moment is declared the winner.

- Adapt to Missions: Pay close attention to any mission cards in play, as they can drastically change the value of cards or the rules for winning tricks.
